BACKGROUND

A Request for Proposal (RFP) was issued on March 11, 2026, to select qualified contractors to provide juvenile and adult electric and transdermal alcohol testing resulting in a total of eight (8) respondents. Staff from Corrections and Probation reviewed and evaluated the proposals based on company history, background and experience; scope of work; sustainable business practices; product demonstration; and pricing. Buddi, US LLC was selected with the highest score ranking.

Buddi offers a comprehensive portfolio of innovative technologies, including radio-frequency home curfew systems, one- and two- piece global positioning system (GPS) solutions to determine precise geographic movements and locations, dedicated victim-tracking devices, and both transdermal and remote breath alcohol monitoring products. All devices are managed through a single web-based platform which delivers streamlined monitoring, reporting, and program oversight.

Requested Action:
Approve Agreement No. 270056B with Buddi US, LLC for a maximum contract amount of $105,000 each fiscal year, $525,000 for a five-year term, to provide electronic monitoring and transdermal alcohol testing.

Discretionary Justification:

Probation utilizes electronic monitoring and transdermal testing for juveniles and adults and Corrections employs electronic monitory to effectively manage home detention.

The Departments will not be able to provide court-ordered services or operate efficiently.
