Approval of today’s actions will allow the Sheriff’s Office to increase appropriations in capital asset equipment to account for a $900 price increase of a replacement motorcycle for Sheriff’s Off-Highway Vehicle Team.

Discretionary Justification:

The Schedule of Approved Capital Assets in the Adopted Budget for Fiscal Year 2022-2023 includes $8,000 to replace a damaged motorcycle for the Off-Highway Vehicle Team. Since budget adoption, costs have increased and an additional $900 is needed to purchase the replacement equipment.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Pursuant to Part I: Section 8E of the County Policy Manual, Board of Supervisors approval is required to reallocate capital asset appropriations, either through the budget process or a Board of Supervisors meeting.
The Sheriff’s Office Off-Highway Vehicle (OHV) Team provides enforcement services of public and protected lands in the County, including Knoxville, Lake Berryessa areas, and all State and County Parks. Funding for the program is provided through the State of California, Department of Parks and Recreation, Off-Highway Motor Vehicle Grant Fund Program.
In FY 2020-2021, the OHV Team damaged one off-highway motorcycle during training operations. Repairs were too costly in comparison to replacement; therefore, it was deemed a total loss.
The Schedule of Approved Capital Assets in the Adopted Budget for Fiscal Year 2022-2023 includes a replacement motorcycle for $8,000 in the Sheriff’s Operations budget (Fund 1000, Org 1360000, Object 55400). However, motorcycle costs have increased since budget approval. Approval of today’s requested action will allow the Sheriff’s Office to move appropriations accordingly for the purchase of a 2022 Honda XR650LLN Dual Sport Motorcycle for $8,900.
