BACKGROUND

On December 9, 2025, the Board of Supervisors (Board) authorized the creation of the Devlin Road Paving, RDS 25-50 project and approved a budget amendment of $300,000 to fund the design of the project.  The project limits are 0.7 miles of Devlin Road from its intersection with Soscol Ferry Road towards Airport Blvd.
On March 10, 2026, the Board approved the plans and specifications and authorized advertisement for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code.  On April 2, 2026, bids were received and opened.  The bid results are presented below:

Staff recommend awarding the construction contract to the lowest, responsive bidder, Bay Cities Paving & Grading Inc., of Concord, CA (Bay Cities) for their base bid of $1,057,707.   Bay Cities’ base bid is lower than the engineer’s estimate of $1,470,000.  The total project cost, including design and engineering, construction, construction management, geotechnical services and contingency is $1,462,134.  The project will be funded by the Capital Improvement Projects Fund.
Bay Cities Paving & Grading Inc. is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s Exchange, and by posting on the County website. Staff also sent “Notices to Contractors” to the local construction community.
Requested Actions:
1.  Award of the Construction Contract for Devlin Road Paving, RDS 25-50 to Bay Cities Paving & Grading Inc., of Concord, California for their low base bid of $1,057,707 and authorization for the Chair to sign the construction contract;
2.  Approve a Budget Amendment for the following (4/5 votes required):
     a.  Increase appropriations for Project 26018 - Devlin Road Paving in the Roads Capital Improvement Project Fund (Fund 2040, Sub-Division 2040500) in account 52360-Construction Services by $1,162,134, offset by an increase of $1,162,134 in revenue account 48200-Transfers-in from the Accumulated Capital Outlay Fund; and
     b.  Increase appropriations in the Accumulated Capital Outlay Fund (Fund 3000, Sub-Division 3000000) in account 56100 - Transfers out by $1,162,134, offset by use of its available fund balance.

Discretionary Justification:

Approval of the Budget Amendment is necessary to award the construction contract and move the project into construction.

Is the general fund affected?

Yes

Future fiscal impact:

Construction will likely finish in FY 2026/27 with no future impacts beyond standard roadway maintenance. This project is funded from the $20M commitment the Board made to Roads projects in 2021. Roughly $19.5M has now been spent (or committed to) critical paving projects (including this project).  

Consequences if not approved:

Devlin Road will not be rehabilitated.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act as 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
