BACKGROUND

California’s Department of Public Health (CDPH) Sexually Transmitted Disease Control Branch (STDCB) mission is to reduce the transmission and impact of sexually transmitted infections (STIs), viral hepatitis and monkeypox virus (mpox), particularly among communities disproportionately affected by these infections. 

The Disease Intervention Specialist (DIS) Workforce Development allocation is to develop, expand, train, and sustain disease investigation and intervention workforce, and address jurisdictional prevention and response needs. Funding may be used to scale prevention, increase capacity to conduct disease investigation, ensure appropriate treatment, link people to care and ongoing case management, monitor disease trends and rapidly respond to changes in disease trends and outbreaks of STIs to provide equitable prevention, services, and control efforts to Napa County residents. 

Approval of this agreement allows Napa County’s Health and Human Services Agency (HHSA) to accept funding for Fiscal Years 25-26 through 29-30 to continue supporting HHSA’s Chronic Disease and Health Equity program.

The revenue is budgeted as follows:
Year 1 - July 1, 2025 through June 30, 2026: $60,274.00
Year 2 - July 1, 2026 through June 30, 2027: $120,548.00
Year 3 - July 1, 2027 through June 30, 2028: $120,548.00
Year 4 - July 1, 2028 through June 30, 2029: $120,548.00
Year 5 - July 1, 2029 through June 30, 2030: $120,548.00

Requested action:
Approve and authorize Revenue Agreement No. 260283B with the California Department of Public Health for a contract revenue maximum of $542,466 for the term July 1, 2025 through June 30, 2030, for disease investigation and intervention services and programs.

Discretionary Justification:

While there is no mandate to contract with CDPH, this agreement allows PH to receive an allocation to continue to develop, expand, train, and sustain the DIS workforce.

No

Future fiscal impact:

This agreement terminates June 30, 2030. Appropriations have been included in the approved Fiscal Year 2025-2026 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

County will not receive revenue from CDPH to support disease investigation, intervention services, and programs per Health and Safety Code Sections 120956 and 120972.2.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
