BACKGROUND
This is an agreement with Schell Vista Fire Protection District for immediate response to emergency incidents in the western portion of Napa County. This agreement has been in place nearly continuously since 1986. Road access to this area is available only through Sonoma County. Responses to emergency incidents in the area by Napa County Fire are hampered by the limited access, making the proposed agreement a more effective alternative for the provision of the required services.
The annual agreement cost is based on the developed parcels located in some of the pockets of Napa County. Such areas are Lovall Valley Road and Arrowhead Mountain Road. The cost per developed parcel is approximately $200, depending on the number of structures on the parcel. As parcels are developed, the price of service will be increased to mirror the developed parcels and the current CPI.
Administrative delays have caused the agreement to be brought to the Board late, but the district has continued to respond during this time.
Requested actions:
1. Approve Agreement No. 240322B with Schell Vista Fire Protection District;
2. Authorize the Board Chair to sign the Agreement; and
3. Approve a budget amendment for $30,000 within the Fire Fund 2100, Division 21000.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
