Clerk of the Board requests the following actions to the Napa County Arts and Culture Advisory Committee:
1. Reappointment of Teressa Foss, representing County-At-Large with the term of office to commence immediately and expire September 30, 2024;
2. Reappointment of Andrea Saenz, representing Education of Arts and Culture with the term of office to commence immediately and expire September 30, 2026; and
3. Reappointment of David Ruane, representing Youth Arts with the term of office to commence immediately and expire September 30, 2026.

EXECUTIVE SUMMARY
There are currently three openings on the Napa County Arts and Culture Advisory Committee due to expiring terms. The County Executive Office advertised the openings and received three reappointment applications from Teressa Foss, Andrea Saenz, and David Ruane.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
On June 19, 2012, the Board adopted Resolution 2012-81 forming the Napa County Arts and Culture Advisory Committee (Advisory Committee). The purpose of the Advisory Committee is to conduct and oversee a grant program and make recommendations to the Board of Supervisors regarding grant awards to be made to non-profit art and cultural organizations in Napa County on an annual or as needed basis. The Advisory Committee develops grant eligibility criteria, an application process and application forms, appropriately advertises and calls for grant proposals, holds grant training workshops, as needed, and develops scoring criteria and guidelines for evaluating grant applications. The Advisory Committee meets on the last Monday of the months of January, April and October each year and calls special meetings as needed.
On May 16, 2017 the Board adopted Resolution 2017-75 amending the Bylaws of the Advisory Committee changing the composition of the Advisory Committee and making revisions related to voting, terms of office and conduct of meetings.
On August 14, 2018 the Board adopted Resolution 2018-107 amending the Bylaws of the Advisory Committee changing the composition of the Advisory Committee and changing the terms of service of two seats to better stagger the Advisory Committee terms.
The composition of the Advisory Committee is as follows:
• One - Youth Arts
• One - Presentation/Performing Arts
• One - Creation of Arts and Culture Opportunities
• One - Education of Arts and Culture
• One - Arts Council of Napa Valley (non-voting)
• Three- County At-Large (Three representatives from the arts community to represent three of the five supervisorial districts of Napa County not represented in the first four categories at the time of recruitment)
Staff requests the Board reappoints Teressa Foss, Andrea Saenz, and David Ruane to the Napa County Arts and Culture Advisory Committee.
