BACKGROUND

On September 8, 2017, pursuant to Government Code Section 31000, the Napa County Sheriff-Coroner entered into Agreement No. 180110B with Legacy Removal Services, LLC to provide transportation services for deceased persons (decedent) within the County. Legacy Removal Services, LLC provides responsive service to the Sheriff-Coroner twenty-four hours a day, seven days a week, year-round, and responds to more than three hundred service requests annually on average.

The Coroner’s Division does not have the staff, equipment or vehicles to provide this service, nor is it cost effective for Deputy Sheriff-Coroners to provide such services. By using decedent transport services, deputies can continue to perform their regular patrol duties uninterrupted.

Under this amended agreement, Legacy Removal Services, LLC will continue to provide transportation services for the remains of deceased persons under the jurisdiction of the Napa County Sheriff-Coroner’s Office.

Requested Action:

Approve and authorize Amendment No. 4 to Agreement No. 180110B to extend the agreement through June 30, 2029, and revise the compensation rates with no increase to the maximum compensation per fiscal year.

Discretionary Justification:

Sheriff’s Office is required to have designated transportation services to transport decedents to the Sheriff’s Office when applicable.

Future fiscal impact:

Appropriations will be budgeted accordingly in future fiscal years.

Consequences if not approved:

If this agreement is not approved, Sheriff’s Office will need to find another vendor for such services as the Sheriff’s Office is not equipped with the appropriate vehicles or equipment to fulfill the requirements.
