SUBJECT:                     Approve Budget Transfers for the 2022 Napa County Road Seal Project, including Sunset Road Microsurfacing, 4th Avenue Striping, Las Amigas Striping, and Old Sonoma Road at Congress Valley intersection improvement.

Director of Public Works requests approval of a Budget Transfer for the following regarding the "2022 Napa County Road Seal Projects”, RDS 22-14 (4/5 vote required):

1.   Increase appropriations by $415,000 in the Measure T Non-Operating Special Revenue Fund (M-T SRF) (Fund 2440, Org 1220053) offset by use of its available fund balance to transfer to Projects 22025 and 23022;
2.   Increase appropriations by $270,000 in “Old Sonoma Seal” Project (Fund 2040, Org 2040500, Project 22025) offset by a transfer-in revenue from M-T SRF;

EXECUTIVE SUMMARY

During the 2022 Napa County Road Seal Project, opportunities and the need arose to make additional improvements that were made outside of the original project. Sunset Road was included for a rehabilitation due to the pavement condition and location being adjacent to the other roads included in this Project.  Old Sonoma Road at the intersection with Congress Valley was widened to allow for a left turn lane.  Striping improvements at the intersection of 4th Avenue and Kreuzer Lane were included in this Project to improve safety. A budget transfer is now needed to pay for this additional work.

Construction is expected to be completed this fiscal year.

Consequences if not approved:

The contractor will not make safety improvements nor repair existing pavement and roadway damage, which could lead to more expensive roadway damage repairs in the future.

Additional Information

On July 12, 2022, the Board of Supervisors awarded a construction contract to Northwest Paving and approved a budget transfer from the MT SRF to Projects 22022, 2023, 22024, 2025, 22038 and 22040.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use, and is further exempt under Appendix B of the Napa County’s Local Procedures for implementing the California Quality Act

 

BACKGROUND AND DISCUSSION

The 2022 Napa County Road Seal Projects included the follow roads and treatments:

 

Base Bid:

                     Oak Knoll Avenue from Silverado Trail to Highway 29: three inch deep pavement patching, crack sealing, and a cape seal

                     Old Sonoma Road from Highway 121 to Napa City limits: three inch deep pavement patching, crack sealing, and a cape seal

                     Buhman Avenue from Old Sonoma Road to Napa City Limits: three inch deep patching, crack sealing, and a cape seal

                     Big Ranch Road from Napa City limits to Oak Knoll Avenue: three inch deep pavement patching, crack sealing, and a cape seal

                     Old Sonoma Highway: cape seal

                     Congress Valley Rd from Old Sonoma to Buhman Avenue: three or six-inch pavement patching, crack sealing, and a cape seal

                     Deer Park Road from Highway 29 to Silverado Trail: grind two-and-a-half inches of the entire road, place pavement fabric and repave                     

 

On July 12, 2022, the Board of Supervisors awarded a contract to Northwest Paving, Inc. of Redding, California, for their low base bid of $2,355,513, with additive alternate No. 1 of $71,866, additive alternate No. 2 of $506,198 and additive alternate No. 4 of $513,303 for a total contract amount of $3,446,880.

 

During construction, the following additional improvements were made outside of the original project.

 

                     Sunset Avenue was rehabilitated with spot pavement repairs and a cape seal due to the pavement condition and proximity to other roads included in this project.

 

                     Old Sonoma Road at the intersection with Congress Valley was widened to include a left turn lane.  This work included extra asphalt, and striping plan with comprehensive design review done by a consultant. The high friction surface treatment will also be restored to its pre earthquake repair condition.

 

                     The intersection of 4th Avenue at Kreuzer Lane will have safety improvements with new striping.

 

                     Las Amigas Road at Bayview Avenue will have safety improvements with new signage and striping.

 

Budget transfers are required to fund the additional work.
