BACKGROUND

National Curriculum & Training Institute Inc. (NCTI) provides evidence-based cognitive training (Crossroads®) designed to promote positive behavior change and reduce recidivism in justice-involved individuals. Their training programs focus on shifting attitudes, increasing self-control, and establishing positive behavior patterns.

The training allows for up to 15 individuals to become NCTI Certified Facilitators learning to deliver risk-specific programs to target areas of need; instruct individuals in clarifying relationships between Values, Attitudes and Behavior; identifies own learning styles and the learning style of the clients the Department  works with; and uses techniques that help increase client self-esteem. Certification is required for individuals using NCTI’s behavior change curricula to ensure fidelity in the delivery of the program.

With Certified Facilitators, the Department can facilitate an array of cognitive behavioral, offense-specific curricula, Crossroads®, to ensure fidelity in the delivery of programs for juvenile and adult individuals. The NCTI approach focuses on intrinsic changes helping a participant see the personal benefits of new behaviors and motivates the participants through their own vision of improved benefit. NCTI, in conjunction with the American Probation and Parole Association (APPA), presents a five-day course to achieve nationally recognized certification.

The Department has been using NCTI training materials for over 10 years.

Requested Action:
Approve and authorize Agreement No. 270004B with National Curriculum & Training Institute Inc. (NCTI) with a contract maximum of $40,000, for the term July 1, 2026 through June 30, 2027 to provide evidence-based Facilitator Certification Training in cognitive-behavioral curriculum.

Discretionary Justification:

NCTI provides tools designed for measurable behavioral change in medium- to high-risk offenders, including cognitive-behavioral interventions. The Department recognizes the high value and effectiveness of the training tools.

Yes

Future fiscal impact:

The term is for Fiscal Year 2026-2027; there is no future fiscal impact the following fiscal year.

Consequences if not approved:

The Department will not have certified facilitators to administer evidence-based cognitive-behavioral curriculum.
