Approve and authorize the following agreements for County Unincorporated Measure A funding associated with Angwin area water projects:
1) Agreement No. 270074B with Howell Mountain Mutual Water Company, for a maximum reimbursement of $45,672;
2) Agreement No. 270075B with Pacific Union College, for a maximum reimbursement of $45,000;
3) Agreement No. 270076B with La Tierra Mutual Water Company, for a maximum reimbursement of $80,000; and
4) Agreement No. 270077B with La Tierra Mutual Water Company for a maximum reimbursement of $18,984.

BACKGROUND
On August 31, 1999, the County and Napa County Flood Protection and Watershed Improvement Authority (NCFPWIA) entered into a funding agreement (Agreement No. 4202) whereby the NCFPWIA provided funding from the proceeds of the Napa County Flood Protection Sales Tax (also referred to as "Measure A") for eligible county projects. One approved use of Measure A funding is to benefit the Angwin/Deer Park community and includes projects that: 1) Stabilize and enhance existing water reservoirs for the purpose of flood protection and water reliability; and 2) Stabilize water quality. Agreement No. 4202 with the NCFPWIA has been amended several times to allocate funds for projects meeting Measure A guidelines to Angwin/Deer Park water purveyors.
On March 20, 2026 Howell Mountain Mutual Water Company submitted a Measure A funding application for a SCADA system upgrade hardware and software project that will monitor and control treatment, quality and delivery of water to customers. This project will mitigate the risk of critical system failure and ensure compliance with the Safe Drinking Water Act by replacing an obsolete 2014 SCADA server and its internal power supply unit that has reached the end of its useful life. The total estimated cost and total Measure A appropriation for this project is $45,672.
On March 2, 2026 Pacific Union College (PUC) submitted a Measure A funding application for a Water Booster Pump Station instrumentation controls upgrade project that will replace outdated infrastructure and improve distribution system working pressure consistency and delivery of water to customers. PUC will replace aging controls on the Trumble Booster Pump to improve the reliability of the unit, produce quicker response time to pumps coming up to speed and be able to monitor and alarm flows to improve the overall water system reliability. This system boosts the pressure to about a third of PUC water system. Being able to monitor flow rates gives PUC a much better handle on finding leaks and preventing extensive damage to the hillsides from erosion. Total estimated cost and total Measure A appropriation for this project is $45,000.
On February 9, 2026 La Tierra Mutual Water Company submitted a Measure A funding application for a Water Mains and Appurtenances Project that will replace outdated infrastructure and harden potable water distribution infrastructure and delivery of water to customers. La Tierra Mutual Water Company will replace water mains, hydrants, valves and service lines to the customer meter box within the Sunset Drive and White Cottage Road service area. Total estimated cost and total Measure A appropriations for this project is $80,000.
On March 22, 2026 La Tierra Mutual Water Company submitted a Measure A funding application for a Pressure Tanks and Chemical Injection Pump project that will replace outdated infrastructure and improve treatment consistency and delivery of water to customers. PCU will replace two critical components of La Tierra MWC water system. First, the three pressure tanks will be replaced, improving the flow available to the water system, especially in the event requiring use of our fire hydrants. Second, the chlorine and pH injection pumps will be replaced, allowing the system to finally have reliable, constant water chemistry dosing. Total estimated cost and total Measure A appropriations for this project is $18,984.
Requested Actions:
1. Approve and authorize Agreement No. 270074B with Howell Mountain Mutual Water Company, Agreement No. 270075B with Pacific Union College, Agreement No. 270076B with La Tierra Mutual Water Company, and Agreement No. 270077B with La Tierra Mutual Water Company for a total maximum reimbursement of $189,656 funded by the Measure A Angwin Water Study Project.
