BACKGROUND
In September 2016, Napa County released an RFP and selected Abode Services to bring emergency shelter, meal provision and housing navigation and tenancy sustaining services to individuals experiencing homelessness in Napa County. The contract with Abode Services, Inc. for operations of the South Napa Shelter, which includes meal provision, daytime drop-in services and extreme weather activation during the Winter Season at the South Napa Shelter, Housing Navigation Services, and Tenancy Sustaining Services to recently re-housed individuals formerly experiencing homelessness. Services provided are funded through a significant number of State and Federal grants and local funding, including a cost-sharing agreement for emergency shelter services with the City of Napa.
Today’s action establishes the Agreement for services for Fiscal Year 2026-2027. This Agreement is reviewed annually, and the Scope of Work and budget are adjusted based on the availability of funding resources and the requirements of State and Federal grants.

Discretionary Justification: |
This item is discretionary. There is no mandate for how homeless services are provided in a community. Eligibility for State and Federal funding requires services follow the housing-first model. This agreement uses principles of this model and funds emergency shelter, housing navigation and tenancy sustaining service systems focused on permanent housing solutions. |
