SUBJECT: Adoption of a Resolution Amending the Departmental Allocation List for the Planning, Building, & Environmental Services Department

RECOMMENDATION

Director of Human Resources and Director of Planning, Building, & Environmental Services request adoption of a Resolution amending the Departmental Allocation List for the Planning, Building, & Environmental Services Department, as follows, effective April 30, 2022, with no net increase in full-time equivalents, and a slight impact to the General Fund:
1. Delete one 1.0 FTE Environmental Resource Specialist; and
2. Add one 1.0 FTE Planner II/III.

EXECUTIVE SUMMARY
If approved, the requested action deletes one Environmental Resource Specialist position from the Planning, Building, & Environmental Services Department (PBES), and adds back one Planner II/III. With this action, PBES will provide greater protection for environmental resources through energy conservation, support the Climate Action Committee goals, and aid residents, businesses, and jurisdictions throughout the County.

Discretionary Justification: This action is necessary to allow Planning, Building & Environmental Services to utilize funding received from the California Public Utilities Commission via the Association of Bay Area Governments to support marketing and program implementation efforts to reach more County residents and businesses.
Is the general fund affected? Yes
Future fiscal impact: The increased cost of salary and benefits for the remainder of Fiscal Year 2021-2022 for the proposed reclassification is estimated at $2,000, with 70-80% of that cost to be covered by grant funding. The increased annualized cost is estimated at $12,000, and will budgeted accordingly in future fiscal years.
Consequences if not approved: If the recommended reclassification is not approved, residents and business would not have opportunities to learn about energy rebates and ways to improve their home/business.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Since 2013, the Planning, Building & Environmental Services Department (PBES) has received funds from the California Public Utilities Commissions through the Association of Bay Area Governments to support marketing and implementation of rebates and other energy efficiency incentives through the Bay Area Regional Energy Network (BayREN). BayREN has multiple programs: Single Family, Multi-Family, Codes and Standards, Commercial, Water Bill Savings, and Green Labeling. Current PBES staff are able to partially market and implement these programs, but PBES has identified opportunity for improvement. With the addition of the Planner II/III position there is an opportunity to reach more residents and businesses. The additional outreach and education efforts on energy efficiency will lead to greater protection for environmental resources through energy conservation and lower greenhouse gas emissions as a community.
Therefore, the Director of Human Resources and the Director of PBES request the adoption of a resolution amending the Departmental Allocation List for PBES, as shown in "Exhibit A," effective April 30, 2022, with no net increase in full-time equivalents, and a slight increase to the General Fund.
