EXECUTIVE SUMMARY

Mark A. Clementi, Ph.D. provides pre-employment psychological screening examinations for candidates considered for sworn positions in the Sheriff’s Office, fitness for duty evaluations and critical stress debriefings. Approval of the recommended amendment extends the agreement to June 30, 2025 with an automatic renewal provision for two additional one-year terms and amends compensation with no net change to the maximum amount of $50,000 per fiscal year.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Dr. Clementi is an experienced public safety psychologist, who has practiced psychology since 1990 and devoted his practice to public safety in 1998. He meets all California Peace Officer Standards and Training (POST) requirements for psychologists who conduct pre-employment psychological evaluations and psychological fitness for duty evaluations.

Dr. Clementi’s psychological screening examinations consist of: 1) extensive psychological testing of the candidate; 2) mental status exam; and 3) face-to-face clinical interview. Dr. Clementi then prepares a thorough report with a summary of the results of each evaluation. Each report includes a discussion of the background issues, emotional or mental condition that may adversely affect a candidate’s ability to fulfill the duties of a sworn officer, as well as analysis of each candidate’s psychological profile, learning style and suitability to be armed. The psychological screening examination is a mandatory step in the POST peace officer selection process.

If the requested action for this mandate is approved, Amendment No. 1 of Agreement No. 200006B extends the term of the agreement to June 30, 2025 with an automatic renewal provision for two additional one-year terms. In addition, the amendment amends the compensation provisions with no net change to the maximum rate of $50,000 per fiscal year.
