RECOMMENDATION
title
Adopt a Resolution authorizing the Director of Health and Human Services Agency to execute agreements and program related documents with the California Department of Health Care Services to accept the Providing Access and Transforming Health Justice-Involved Capacity Building Round 3 grant award, in the amount of $901,471, for the purchasing costs of implementation and infrastructure to support the SmartCare Electronic Health Record system. (Fiscal Impact: $901,471 Revenue; Health and Human Services Agency Fund; Budgeted; Discretionary)
body
BACKGROUND
Napa County Health and Human Services Agency (HHSA) applied for and was awarded funding under the California Providing Access and Transforming Health (PATH) Justice-Involved Capacity Building Round 3 Program, administered by the California Department of Health Care Services (DHCS) through its third-party administrator, Public Consulting Group (PCG).
This program provides start-up funding to counties to build the infrastructure and adopt the technology necessary to implement CalAIM’s Justice-Involved Reentry Initiative, as mandated by AB 133. These efforts are designed to ensure that individuals who are incarcerated and eligible for Medi-Cal can access behavioral health and care coordination services prior to and immediately following release.
HHSA was awarded $901,471 to support implementation of the SmartCare Electronic Health Record (EHR) system. These funds will allow HHSA to establish secure data-sharing, care coordination, and interoperability capabilities that meet DHCS operational readiness requirements for pre-release and reentry behavioral health services. Expenditures will include SmartCare implementation and configuration, data exchange integration, staff training, and associated project management costs necessary to support justice-involved reentry services implementation. Acceptance of this grant provides the opportunity to draw additional revenue, but the grant requirements are very specific and categorical, which may create limits on fully utilizing this funding.
This resolution authorizes the Director of HHSA to electronically execute these and future documents with DHCS as necessary to accept PATH Justice-Involved Capacity Building Grant funding.
