body

BACKGROUND

On June 21, 2022, the California Department of Housing and Community Development awarded $208,000 to Napa County Housing & Homeless Services for the implementation of a Pet Assistance and Support (PAS) program. The purpose of the PAS program is for communities to provide shelter, pet food, pet supplies, basic veterinary services, and staffing and liability insurance to emergency shelters housing common household pets with their owners.

On March 20, 2023, the California Department of Housing and Community Development issued an Allocation Acceptance form for PAS Round 3. Napa was awarded an additional $22,118 to supplement services outlined in the Round 2 application.

This Professional Services Agreement with Napa Humane will provide a .47 FTE Case Manager to work with pet owners who are residing in a County-run emergency shelter, enrolled in and accessing Day Center Services, or registered participants of a non-congregate shelter program in Napa County, or a Coordinated Entry referred resident of a Permanent Supportive Housing Project to coordinate supplies such as kennels, muzzles and leashes; medical care and wellness, including vaccinations, spay and neutering services and urgent medical care. The Case Manager will also connect clients and their animals to services that are intended to provide a better understanding of what it means to be a responsible pet owner in a shelter setting and once housing is obtained, including behavioral training. Program enrollment and outcomes will be tracked in the Homeless Management Information System.

Approval of this amendment modifies the scope of services, replacing Exhibit A: Scope of Work in its entirety by Exhibit A-1: Scope of Work and increases the contract maximum, replacing Exhibit B: Compensation to reflect the increased allocation amount.

Requested Action:

Approve and authorize Amendment No. 1 to Agreement No. 240062B with Napa Humane, to modify the scope of services and increase the contract maximum by $51,067 for a new contract maximum of $167,935 through June 30, 2025.
