BACKGROUND

The California Victim Compensation Board (CalVCB), has contracted with Napa County since 1998 to assist with restitution recovery. CalVCB, provides funding to the District Attorney's Office to offset costs of a Paralegal to pursue restitution from convicted individuals, the funds collected reimburse the State of California's Victims of Crimes Fund.  The Napa County District Attorney's Office was the first program created in the State of California and has been so successful that Napa County is being used as a model throughout the State. Napa County has been funded since 1998 and has maintained funding even when Victim Compensation and Government Claims Board contracts have been cut or discontinued in other counties. This reflects Napa County's continued success.

The recommended resolution authorizes the Napa County District Attorney to sign a revenue agreement for partial funding of a Paralegal providing restitution services, in the amount of $55,000 per fiscal year, for a maximum of $165,000, for the period of July 1, 2027 through June 30, 2029.

Requested Action:

Adopt a Resolution authorizing the District Attorney to enter into a revenue agreement with the California Victim Compensation Board (CalVCB) in the amount of $55,000 per fiscal year for the term July 1, 2027 through June 30, 2029.

Discretionary Justification:

This item is discretionary in that there is no mandate to provide these services and accept these funds. However, funds from the CalVCB provides partial funding for a Paralegal who assists crime victims and the State of California in recovering restitution. The revenue agreement amount is $55,000 per fiscal year, from 2027-2029.

Future fiscal impact:

Revenue for future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this item is not approved, the District Attorney's Office will not be able to use State funds from the revenue agreement to offset the costs of funding a Paralegal position to assist with restitution recovery.
