BACKGROUND

Taxiway K pavement has not been rehabilitated since it was originally constructed in 1986 and is one of the most used taxiways in our system, and is given a pavement classification of “very poor”, with a Pavement Condition Index (PCI) of 28. Construction of Taxiway K is programmed by the FAA for a grant in Federal Fiscal Year 2024 (Napa County FY 24-25). To prepare for construction, the Airport funded the National Environmental Policy Act (NEPA) Categorical Exemption and California Environmental Quality Act (CEQA) reviews as well as project design. These costs will be included in the final grant application for reimbursement, in addition to the construction costs.
On June 27, 2023, the Board of Supervisors (Board) approved creation of Taxiway K and Runway 19R Runup Apron Project, approved appropriations in the amount of $450,000 for project design and environmental review, and approved Napa County Professional Service Agreement No. 240058B with Mead & Hunt, Inc. for surveying, geotechnical investigation, and design engineering services necessary for the construction phase of the project. On February 27, 2024, the Board approved plans and specifications for the project and authorized the project to be advertised for bids. On March 28, 2024, Napa County Public Works opened bids for the project with the following results:

O.C. Jones is not a local vendor. The Public Contract Code requires construction contracts to be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. The County provided local contractor outreach for this project by publishing the Notice to Contractor in the Napa Register. Also, the County mailed out the Notice to Contractor to various local contractors and sent to the local construction exchanges
The County is set to receive an FAA Airport Improvement Program (AIP) grant for $4,392,584, equal to 90% of the total Base bid construction and design costs. The remaining 10%, or $488,065 of Base bid construction and design costs, will come from the Airport Enterprise Fund (Fund 5010, Division 50105, Project 24003). In addition, Bid Alternate #1 & #2 construction costs of $234,300 for necessary rubber removal and striping maintenance for Runway 19R and Runway 24 and $209,984 for the Construction Contingency cost that will also come from the Airport Enterprise Fund (Fund 5010, Division 50105, Project 24003), making the contribution from Airport Enterprise Fund a total of $932,349 and making the total project cost $5,324,933.
Caltrans State Matching funds for 5% of FAA grants are available to General Aviation Airports on a competitive basis. Airport staff will return to the Board for actions necessary to apply for these competitive funds to offset expenditures from the Airport Enterprise Fund. Although a grant application has been submitted to the FAA and a grant agreement is anticipated within the next 60-120 days, execution of the construction contract and the construction management agreement are contingent upon the FAA's actual issuance of the grant agreement to the County.
Today’s efforts will finalize the award for proposed construction contract, project management agreement, and necessary budget amendment to fully fund the project based upon the lowest, responsible bid.
Requested Actions:
1.Award Construction Contract for the "Napa County Airport Taxiway K and Runway19R Runup Apron Reconstruction Project," PW 24-04, to O.C. Jones of Berkeley, California, for their lowest base bid  and Bid Alternates #1 and #2 of $4,199,680, and authorization for the Chair to sign the construction contract contingent upon the Federal Aviation Administration's grant funding approval;
2.Approval of a Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $482,349 in the Airport Operations budget offset by the use of its available fund balance to transfer to the Taxiway K and Runway19R Runup Apron Reconstruction Project, PW24-04 budget (Project 24003); and
b. Increase Construction Services appropriation by $4,874,933 in Project 24003 budget (Fund 5010, Sub-Division 5010500, Project 24003, Account 52360) offset by increase in revenue from the Federal Aviation Administration (FAA) by $4,392,584 and $482,349 transferred from Airport Operations.
3.Approval of and authorization of Agreement No. 240342B with Mead & Hunt, Inc. in the amount of $377,670 for Construction Management and Observation Services associated with the Taxiway K and Runway19R Runup Apron Reconstruction Project, and an additional $50,000 in separate engineering task orders at the Napa County Airport, contingent upon the Federal Aviation Administration (FAA) grant funding approval;
4.Authorize the Director of Public Works to execute a FAA Airport Improvement Program (AIP) grant agreement to fund the Taxiway K and Runway19R Runup Apron Reconstruction Project for estimated grant funding of $4,392,584.

Airport staff has submitted a grant application to the FAA for the construction contract, professional services agreements for design and construction management, and administrative costs. The FAA grant is anticipated to fund 90% of the project. Upon construction contract award, construction of the project will be budgeted in Airport CIP (Fund 50105; Subdivision 5010500; Project No. 24003)

Discretionary Justification:

To provide for the continuing safety of aircraft operations at the Napa County Airport, Napa County has identified a number of runways and taxiway pavement maintenance tasks that needed over the next five to ten years. The next project involves the reconstruction of Taxiway K and Runway19R Runup Apron.

Is the general fund affected?

No

Future fiscal impact:

This project will extend into future fiscal years and will be budgeted in the Airport Enterprise CIP Fund accordingly.

Consequences if not approved:

Napa County Airport would not be able to maintain its Taxiway Kilo infrastructure as required by the FAA and would miss the program schedule provided by the FAA for a future AIP grant covering 90% of the reconstruction cost. Additionally, the required Runway maintenance would not get completed prior to the Annual Caltrans Inspection cycle.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 2 (“Replacement of Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15302].
