BACKGROUND
Public Safety Solutions (PSS) provides professional pre-employment background investigation services to the public safety sector. The Principal of PSS has over 30 years of experience in the public safety, security and military sector; is a licensed private investigator by the California Peace Officer Standards and Training (POST); and a member of the California Background Investigators Association (CBIA).
Background investigation are to be performed for all candidates for hire in Probation and Juvenile Hall. California Code Section 1029 requires that pre-employment background investigations must be completed for peace officers. These investigations include, but are not limited to: an in-home investigation; background synopsis; subject photograph; interviews with the candidate, relatives, current and former employers; criminal and legal record checks; personal and financial history review; and gathering and researching other relevant documents.
Every law enforcement candidate receiving a background investigation is subject to a thorough background investigation to verify good moral character and identify past behaviors that may indicate the candidate’s suitability to perform the duties of the Department’s position.
PSS has been providing background investigations for the District Attorney’s office since 2023 and with the Probation departments since 2024. Due to the term and contract maximum requested in this Agreement, per the County Purchasing policy, approval of the Agreement is now required by the Board.
Requested Action:
Approve and authorize an Agreement with Public Safety Solutions, LLC for the term March 27, 2026 through June 30, 2029, with two automatic annual renewals, not to exceed $29,500 each fiscal year.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
