BACKGROUND

Napa Valley Unified School District’s Adult Education program is authorized under Education Code to provide educational services to adults, and Napa County operates the Department of Corrections with authority to contract for inmate educational programming. Both parties recognize that access to education reduces recidivism, supports successful reentry, and serves the broader public interest.

Under this MOU, NVUSD will provide high‑school diploma and equivalency instruction, including textbooks, certified instructors, attendance tracking, and state‑approved certification processes, at no cost to the County.  Napa County will provide secure instructional space, security supervision, and coordination necessary for safe program delivery.

The Memorandum of Understanding approval from the Napa County Board of Supervisors followed by final review with the State Public Works Board and BSCC consent due to subordination requirements related to the State Public Works Board Lease Revenue Bonds 2025 Series C.

ENVIRONMENTAL DETERMINATION: The proposed actions are not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
