BACKGROUND

On August 20, 2024, the Board approved a new agreement with Axon Enterprise, Inc. to provide the Sheriff’s Office with the Axon OSP 10 Premium bundle package. This included body worn cameras (BWC) and conducted electricity devices (CED) for all sworn personnel, interview room video recording equipment, and vehicle video dashboard cameras. These products allow the Sheriff’s Office to collect video and audio evidence, providing a level of transparency in the delivery of law enforcement services.

Sheriff’s Office is contracted with the City of American Canyon to provide public safety and policing services. American Canyon Police Department (ACPD) has a fleet of three motorcycles for traffic infraction enforcement and are used to provide additional back up to patrol officers. The motorcycles are not currently equipped with a fixed camera, so the only video recording obtained during a traffic stop or other type of incident is from the officer’s BWC.

Sheriff’s Office is requesting to add the Axon AB 4 Camera Bundle to the current Axon agreement. This equipment will work in conjunction with the officer’s BWC and will add two cameras and a signal unit to each motorcycle. One camera will face the officer, and the other camera will be mounted to the front of the motorcycle. All cameras will be begin recording once the lights and sirens are activated during a traffic stop or other incident, capturing three different angles of video evidence.

The total increase of the Axon Agreement is $7,396 which will be paid in five annual installments. Sheriff’s Office will invoice the City of American Canyon annually for the cost to add Axon AB 4 Camera Bundle to the current Axon agreement.

Requested Actions:

Approve and authorize the Chair to sign Amendment No. 1 to Agreement No. 250148B with Axon Enterprise, Inc. increasing the amount by $7,396 for a new maximum of $3,049,870 to provide the Axon AB 4 Camera Bundle.

Discretionary Justification:

The Sheriff’s Office BWC program has been operational since May of 2016 and has been shown to increase public trust through transparency, improve evidence collection and increase law enforcement & public safety. The Axon systems provide real-time awareness features and integrates with connected technology.

Future fiscal impact:

The increased annual cost associated with Amendment No. 1 to Axon Agreement No. 250148B will be budgeted appropriately in fiscal years.

Consequences if not approved:

If not approved, ACPD motorcycle traffic units will not be equipped with vehicle mounted cameras and potentially miss vital video evidence data collection.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
