RECOMMENDATION

Sheriff requests the following actions regarding the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment Grant - Fiscal Year 2022-23:
1. Acceptance of grant agreement C22L0609 in the amount of $27,000 for purchase of one personal watercraft; and
2. Authorization for the Sheriff to execute all documents, including but not limited to applications, agreements, activity reports, payment requests, claim forms and other documents that may be required, subject to County Counsel approval; and
3. Revision of the Schedule of Approved Capital Assets in the Approved Budget for Fiscal Year 2022-2023 in the amount of $27,000 for purchase of one personal watercraft; and
4. Approval of a Budget Transfer in the Sheriff’s Operations Budget (1000-1360000) increasing appropriations by $27,000 in Equipment expense (55400) offset by a commensurate increase in Federal-Other Funding revenue (43890). (4/5 vote required)

Approval of today’s requested actions will allow the Sheriff to accept and sign grant agreement CC22L0609 administered by the California Department of Parks and Recreation, Division of Boating and Waterways in the amount of $27,000. This funding will be used to purchase a replacement personal watercraft for the Sheriff’s Marine Patrol Division.

Discretionary Justification: |
There is no mandate for the Sheriff’s Office to accept grant funding to replace a 2007 personal watercraft, currently in the Marine Patrol Division’s fleet. However, if grant funds are not accepted, Sheriff’s Office General Fund budget would need to plan accordingly for future replacement of the aging equipment. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See guidelines for the Implementation of the California Environmental Quality Act, 14 CCR 15062 (b)(3)].
BACKGROUND AND DISCUSSION
The Sheriff’s Office received a grant award in the amount of $27,000 from the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment Grant - FY 2022/23. These funds will be used to purchase a replacement personal watercraft (PWC) so that an aging 2007 PWC can be retired from the Sheriff’s Marine Patrol Division’s fleet. The new PWC will be registered to and operated and maintained by the Sheriff’s Office. Future maintenance will be funded by a separate grant, the Boating Safety and Enforcement Financial Aid Program. Purchase of a new PWC will bolster the Sheriff’s Marine Patrol Division’s fleet, allowing for safer operations and lower overall maintenance costs.
Approval of today’s requested actions will allow the Sheriff to accept and sign the grant agreement CC22L0609 in the amount of $27,000, recognize the replacement PWC a capital asset and appropriate funding in expense and revenue accounts.
