BACKGROUND
In September 2016 Napa County released an RFP and selected Abode Services to bring emergency shelter, meal provision and housing navigation and tenancy sustaining services to individuals experiencing homelessness in Napa County. The contract with Abode Services Inc. for operations of the South Napa Shelter, which includes meal provision, daytime drop-in services and extreme weather activation during the Winter Season at the South Napa Shelter, Housing Navigation Services, and Tenancy Sustaining Services to recently re-housed individuals formerly experiencing homelessness. Services provided are funded through a significant number of State and Federal grants and local funding, including a cost-sharing agreement for emergency shelter services with the City of Napa.
Abode Services, Inc. is one of the leading providers of homeless re-housing services in the Bay Area and has worked to end homelessness by assisting low-income, unhoused people to secure stable and supportive housing for over 30 years. Abode services more than 15,000 vulnerable adults and children annually in Alameda, Santa Clara, San Francisco, Santa Cruz, San Mateo and Napa counties. Since 2010, Abode has placed over 16,391 individuals in the six counties where they operate into permanent housing. Abode has operated shelter and drop-in services since its inception and has designed shelters to be housing crisis response centers that embrace the Housing First approach and place housing services directly on site.
Today’s action establishes the Agreement for services for Fiscal Year 2025-2026. This Agreement is reviewed annually, and the Scope of Work and budget are adjusted based on the availability of funding resources and the requirements of State and Federal grants.
