Nominate for reappointment Jason B. Dominici, for a second term, and nominate for appointment Antoinette Freeman, to serve as the General Public members representing Napa County to the Napa Valley Transportation Authority (NVTA) Active Transportation Advisory Committee (ATAC). The terms of office shall commence upon appointment by NVTA and shall expire on September 30, 2028. (No Fiscal Impact)

BACKGROUND
The Napa Valley Transportation Authority Active Transportation Advisory Committee currently has two appointments before the Board due to the expiration of member term and a vacancy. Prior incumbent Caitlin Ochoa-Llamas resigned. This created a second vacancy for the County of Napa Representative. The County Executive Office advertised the openings and received one application from Antoinette Freeman and one reappointment request from Jason B. Dominici for the County of Napa Representatives.
Napa County Transportation Planning Agency Resolution 16-02 dated February 17, 2016 authorized the execution of Amendment No. 10 to the Joint Powers Agreement, approving the name change of Napa County Transportation and Planning Agency to Napa Valley Transportation Authority (NVTA), a Joint Powers Agency.
The Napa Valley Transportation Authority (NVTA), pursuant to Metropolitan Transportation Commission (MTC) Resolution No. 2179, revised, authorized the establishment of the Active Transportation Advisory Committee (ATAC) and approves all appointments to the ATAC, the ATAC bylaws and all amendments to the ATAC bylaws. The purpose of the ATAC is to advise the NVTA on the development of Active Transportation facilities, including bicycle and pedestrian facilities as alternative modes of transportation. The ATAC reviews and/or prioritizes the Transportation Development Act (TDA), Article 3, Active Transportation projects and participates in the development and review of comprehensive bicycle, pedestrian and Active Transportation plans. The ATAC review process shall ensure that Active Transportation projects within the Cities and County of Napa promote and encourage bicycle use for commute, shopping, and personal trips; promote and encourage walking; reduce motor vehicle trips; reduce motor vehicle miles traveled; reduce motor vehicle congestion; and promote air quality.
The ATAC is composed of Active Transportation advocates who live or work in the cities, town or Napa County. The individual representing the Napa County General Public member must be a cyclist, pedestrian or represent recognized groups of cyclists or pedestrians. The Board of Supervisors nominates two individuals to represent the unincorporated area of Napa County.

Nominate for reappointment Jason B. Dominici and nominate for appointment Antoinette Freeman to serve on the NVTA Active Transportation Advisory Committee to represent the Napa County General Public members.
