BACKGROUND

The Napa County Detention Center began operations August 16, 2025.  Because the building and its systems are new, the Department has an opportunity to create a preventative maintenance protocol that adheres to each component’s manufacturer’s specifications.  The number and complexity of systems at the new facility requires attention to many details to stay current with recommended maintenance schedules.  Best practice dictates conducting an inventory of all equipment, creating a database of recommended scheduled maintenance, tracking repairs and the useful life of assets. 

The Corrections Department proposes to utilize Brightly Software Inc.’s (Brightly) facility management software to create an inventory of equipment (make/model/serial number) and track and alert staff to the need for scheduled preventive maintenance.  The inventory system includes placing barcodes on major pieces of equipment that will help track equipment that has been repaired, the cost of the repair, and facilitate calculations of the estimated remaining useful life of equipment.

Requested Action:

1.                      Approve and authorize Agreement No. 260106B with Brightly Software, Inc. for the term of December 16, 2025-December 16, 2026.

Discretionary Justification:

A facilities condition assessment and inventory will assist maintenance staff to perform preventive maintenance on schedule, minimize repairs, and maximize the useful life of each system/asset.

Additional Information

Brightly Software Inc.’s facilities management software has been used by the Property Management Division of Public Works since 2017.
