Director of Public Works requests approval of the following budget transfers for five 2023 Roadway Seals Projects (4/5 vote required):

1.                     Increase appropriations by $75,000 in Measure T Non-Operating Special Revenue Fund (Fund 2440, Org 1220053) (M-T SRF) offset by use of its available fund balance as soon as the next quarterly disbursement becomes available (end of July, 2022) for $75,000:

EXECUTIVE SUMMARY

The Five (5) Roadway Seals Project will occur at the following road locations (the exact locations and project limits will be determined during the design):

1.                     American Canyon Road (City Line to Highway 80)

2.                     Berryessa Knoxville Road (Spanish Flat to Putah Creek)

3.                     Old Howell Mountain Road (St. Helena city line to approximately Conn Creek Rd. intersection)

4.                     Redwood Road City Line to Mt. Veeder Rd.)

5.                     Wooden Valley Road (Wooden Valley Cross to Solano County Line

The Napa County Department of Public Works staff will evaluate each road for the appropriate preventative road maintenance treatment and determine which locations are appropriate for seal work. Portions of the roadway with extreme damage will not be sealed and will be included in a future road repair project. The extent of work under this project is exclusively seal work, as other pavement treatment options would be too expensive. These five seal projects will be advertised as one (1) construction contract to achieve an economy of scale. Work is expected to commence in the spring of 2023 and be completed prior to the winter of 2023.

Measure T Non-Operating Special Revenue Fund (Fund 2040, Org 1220053). Project 23007 is for the Redwood Road Seal. Project 23008 is for the Old Howell Road Seal. Project 23009 is for the Wooden Valley Road Seal. Project 22026 is for the American Canyon Road Seal. Project 22027 is for the Berryessa Knoxville Road Seal.

Discretionary Justification:

The proposed project will preserve the existing pavement to prevent the need for more strenuous and expensive road repairs in the future. The requested Budget Transfer is for the design of the above-mentioned roadway improvements to be constructed in 2023.

Is the general fund affected?

No

Future fiscal impact:

Design will begin in Fiscal Year 2022-23 and construction will begin during the Fiscal Year 2022-23. Construction is likely to continue into Fiscal Year 2023-24.

Consequences if not approved:

If not approved, these five (5) roadways will continue to degrade, and future repair and resurfacing work will be more costly if preventative maintenance is not performed.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

BACKGROUND AND DISCUSSION

 

In 2018 Napa County voters passed a ½ cent sales tax, known as Measure T, to finance the maintenance and repair of existing roads within the Napa County limits. Experience demonstrates that it is essential to perform preventative maintenance to prolong the life span of a roadway at a lower cost, rather than reconstructing a road after it has failed at 10 to 30 times the cost of preventative maintenance.

 

Napa County’s Pavement Management Program recommends that the five (5) roadway projects receive surface treatment to seal the existing pavement and prevent further wear and tear. American Canyon Road is located in the southeastern most portion of the County and is largely utilized as a commuter route connecting Napa Vallejo Highway 29 with Interstate 80. Berryessa Knoxville Road is located in the most eastern portion of the County and provides access along the west side of Lake Berryessa and connects Napa County to Lake County. Wooden Valley Road is also located in the eastern portion of the County and provides access to vehicles commuting to and from Solano County. Old Howell Mountain Road is off of Silverado Trail. The western half of the road is owned by the City of St. Helena and the eastern half is owned by the County. Old Howell Mtn. Road branches into Conn Valley Road and provides access to residences, businesses, and the northwest corner of Lake Hennessey. Redwood Road begins in the City of Napa on the west side of the valley and provides access to residences and businesses and to the southern portion of Mount Veeder Road. All of these roadways range from local roads to heavily utilized commuter routes.

Preventative maintenance to these roads will improve travel conditions for vehicles utilizing these routes and will preserve the roadways for several more years. If these roads are not sealed, the pavement will continue to deteriorate over time and the roadway will require a more extensive and costly treatment in the future.

If this Budget Transfer for the design phase is approved, the Public Works Department staff will move forward with the design of the roadway improvements and provide Plans and Specifications for the approval by the Board of Supervisors. Construction is scheduled for the summer of 2023.
