BACKGROUND

There is currently one opening on the Napa County Child Care and Development Planning Council due to a vacancy. The County Executive Office advertised the vacancy and received one appointment request from Princess Okieme.

The purpose of the Napa County Child Care and Development Planning Council (the Council) is to assess Napa County childcare needs and develop plans to address those needs. The Council is committed to the belief that all children in Napa County have the right to experience a safe, healthy, and nurturing childhood with equal access to community services and support. The Council shall collaborate to foster public and private partnerships to maximize family and child development resources through coordination and collaboration. The Council was created by Board of Supervisors Resolution No. 98-14 on February 10, 1998, to consist of twenty members, with ten members appointed by the Board of Supervisors and ten appointed by the Napa County Superintendent of Schools, the composition of which had to include the following:

                     20% Consumers of Child Care - parents or persons who receive, or who have received within the past 36 months, childcare services.

                     20% Child Care Providers - persons who provide childcare services or represent persons who provide childcare services, reflective of the range of childcare providers in the county.

                     20% Public Agency Representatives - persons who represent a city, county, city and county, or local education agency.

                     20% Community Representatives - persons who represent an agency or business that provides private funding for childcare services, or who advocates for childcare services through participation in civic or community based organizations but are not childcare providers and do not represent an agency that contracts with the California Department of Education to provide childcare and development services.

                     20% Public Members At-Large - persons from any of the above categories or outside of these categories at the discretion of the appointing agencies.

On December 8, 1998, by Resolution No. 98-150 of the Board of Supervisors, the Council's Bylaws were adopted.  On December 17, 2013, the Board of Supervisors adopted Resolution 2013-154 amending the Bylaws of the Council, which included reducing the number of members to ten, clarifying membership qualifications, making minor changes to the mission of the Council, reducing the number of members of the Executive Committee, changing the filing location for statements of economic interests and other minor clerical changes.

On May 10, 2016, the Board of Supervisors adopted Resolution 2016-56, which designated a specific meeting location and updated the parliamentary authority.

The Napa County Child Care and Development Planning Council recommends the appointment of Princess Okieme. (See attached recommendation letter).

Requested Action:

Appointment of Princess Okieme to be the Community Representative on the Napa County Child Care and Development Planning Council.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
