BACKGROUND

There are currently two opening on the Napa Valley Transportation Authority Active Transportation Advisory Committee due to vacancies. The County Executive Office advertised the openings and received three applications from Joshua M. Cariela, Jason B. Dominici, and Caitlin Ochoa-Llamas.

Napa County Transportation Planning Agency Resolution 16-02 dated February 17, 2016 authorized the execution of Amendment No. 10 to the Joint Powers Agreement, approving the name change of Napa County Transportation and Planning Agency to Napa Valley Transportation Authority (NVTA), a Joint Powers Agency.

The Napa Valley Transportation Authority (NVTA), pursuant to Metropolitan Transportation Commission (MTC) Resolution No. 2179, revised, authorized the establishment of the Active Transportation Advisory Committee (ATAC) and approves all appointments to the ATAC, the ATAC bylaws and all amendments to the ATAC bylaws. The purpose of the ATAC is to advise the NVTA on the development of Active Transportation facilities, including bicycle and pedestrian facilities as alternative modes of transportation. The ATAC reviews and/or prioritizes the Transportation Development Act (TDA), Article 3, Active Transportation projects and participates in the development and review of comprehensive bicycle, pedestrian and Active Transportation plans. The ATAC review process shall ensure that Active Transportation projects within the Cities and County of Napa promote and encourage bicycle use for commute, shopping, and personal trips; promote and encourage walking; reduce motor vehicle trips; reduce motor vehicle miles traveled; reduce motor vehicle congestion; and promote air quality.

The ATAC is composed of Active Transportation advocates who live or work in the cities, town or Napa County. The individual representing the Napa County General Public member must be a cyclist, pedestrian or represent recognized groups of cyclists or pedestrians. The Board of Supervisors nominates two individuals to represent the unincorporated area of Napa County.

Requested Action:

Appoint two (2) applicants to serve on the NVTA Active Transportation Advisory Committee to represent the Napa County General Public member with terms commencing immediately and expiring on September 30, 2026.
