Approve and authorize Agreement No. 250160B with On the Move, Inc., for $86,501 for Fiscal Year 2024-2025 for the provision of assessments, cultural competency trainings, advocacy, and outreach to unserved and underserved families, educators, and providers in Napa County who interact daily with LGBTQ children and youth. BACKGROUND
On The Move’s LGBTQ Connection RISE (Recognize. Intervene. Support. Empower) for Napa program is a Universal Prevention program supporting the families, educators and providers who interact daily with LGBTQ children and youth, addressing the multitude of unmet needs and lack of accepting, inclusive support throughout their lives. The RISE Model is recognized as an Evidence-Based Practice by the California Child Welfare Clearinghouse.
The target populations will be families of LGBTQ children and youth, with an emphasis on Latine families and low-income, predominantly Spanish-speaking families. Trainings will also be provided to educators, school staff, mental health providers, practitioners, churches, social workers, and family resource center staff supporting LGBTQ youth and families.
LGBTQ Connection’s RISE for Napa project shall provide an intentional process of engaging, encouraging, educating, and training the most critical support systems for LGBTQ children and youth, with overarching goals to:
1) Expand LGBTQ Connection Training Services to areas particularly isolated and underserved, including Up Valley and American Canyon, by utilizing the evidence-based model, RISE; and
2) Engage parents, caregivers, and families of LGBTQ youth in trainings which increase family acceptance and reduce anti-LGBTQ+ bias; and
3) Enhance school support systems through staff trainings and increasing environmental cues of
inclusion and acceptance on school campuses.
Requested Action:
1. Approve and authorize Agreement No. 250160B with On the Move, Inc., for $86,501 for Fiscal Year 2024-2025.

There is no mandate to contract for these services, however, this agreement engages and encourages LGBTQ individuals that have been previously underserved by training families, educators and providers how to provide critical support systems for these youth. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
