Director of Human Resources and Director of Planning, Building, and Environmental Services (PBES) request adoption of a Resolution amending the Departmental Allocation List for the PBES Department by adding one 1.0 FTE Assistant Director of PBES - Limited Term, effective July 20, 2021 through December 31, 2021, with a temporary net increase of one full-time equivalent, and no increase to the County General Fund.

EXECUTIVE SUMMARY
If approved, this request adds an Assistant Director of Planning, Building, and Environmental Services (PBES) - Limited Term to PBES. The Assistant Director of PBES is a critical position, and the addition of the limited term position will provide an opportunity for the current Assistant Director of PBES to train the proposed limited term employee, before retiring. The term will expire on December 31, 2021.

The addition of an Assistant Director of Planning, Building, and Environmental Services (PBES) - Limited Term is essential to support key administrative functions within PBES. The overlap of approximately three months with the retiring incumbent will allow critical knowledge transfer to occur, and facilitate a seamless transition at the end of the term. |

The increased cost of salaries and benefits for the remainder of Fiscal Year 2020-2021 is estimated at $62,851, and will be absorbed by salary savings resulting from additional vacancies within PBES. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The incumbent Assistant Director of Planning, Building, and Environmental Services (PBES) has a high degree of expertise in facilitating the administrative functions within the Department. This includes planning, directing, managing, and overseeing the activities and operations of PBES, including assigned divisions, programs, and functional areas. They also coordinate assigned activities with other departments and outside agencies and provide highly complex administrative support to the Director of PBES. The incumbent in this position is retiring, effective December 23, 2021.
If approved, this request will add an Assistant Director of PBES - Limited Term. The current incumbent will be transferred into this Limited Term position and will allow for an open recruitment for the new Assistant Director of PBES. This will provide approximately four to six weeks for key training, time to acclimate to the day-to-day operations required of this role and familiarity with internal budget process, supervision of staff, and other responsibilities at PBES.
Therefore, the Director of Human Resources and the Director of PBES request adoption of a Resolution amending the Departmental Allocation List for the PBES Department by adding one 1.0 FTE Assistant Director of PBES - Limited Term, effective July 20, 2021 through December 31, 2021, with a temporary net increase of one full-time equivalent, and a no increase to the General Fund.
