SUBJECT: Award of Construction Contract for “2022 Napa County Road Seal Projects”, RDS 22-14, and approval of a budget adjustment

Director of Public Works requests approval of the following actions regarding the "2022 Napa County Road Seal Projects”, RDS 22-14:
1. Award to Northwest Paving, Inc. of Redding, California, for their low base bid of $2,355,513, with additive alternate No. 1 of $71,866, additive alternate No. 2 of $506,198 and additive alternate No. 3 of $513,303 for a total contract amount of $3,446,880 and authorization for the Chair to sign the construction contract; and
2. Approval of Budget Transfer for the following (4/5 vote required):
a. Increase appropriations by $4,031,000 in the Measure T Non-Operating Special Revenue Fund (MT SRF) (Fund 2440, Org 1220053) offset by use of $2,269,950 of its available fund balance and remaining $1,761,050 as soon as next quarterly disbursement becomes available (end of July, 2022);
b. Increase appropriations by $600,500 in “Deer Park Seal” Project (Fund 2040, Org 2040500, Project 22022) offset by transfer from MT SRF;
c. Increase appropriations by $491,000 in “Oak Knoll Seal” Project (Fund 2040, Org 2040500, Project 22023) offset by transfer from MT SRF;
d. Increase appropriations by $590,000 in “Buhman Seal” Project (Fund 2040, Org 2040500, Project 22024) offset by transfer from MT SRF;
e. Increase appropriations by $1,053,000 in “Old Sonoma Seal” Project (Fund 2040, Org 2040500, Project 22025) offset by transfer from MT SRF;
f. Increase appropriations by $606,500 in “Big Ranch Rd Seal” Project (Fund 2040, Org 2040500, Project 22038) offset by transfer from MT SRF;
g. Increase appropriations by $595,000 in “Congress Valley Road” Project (Fund 2040, Org 2040500, Project 22039) offset by transfer from MT SRF; and
h. Increase appropriations by $95,000 in “Old Sonoma Highway” Project (Fund 2040, Org 2040500, Project 22040) offset by transfer from MT SRF.

EXECUTIVE SUMMARY
Napa County Public Works staff created a project to apply seal coats to increase the pavement condition of selected roads. The seal coat project covers all or portions of the following County roads: Oak Knoll Avenue, Buhman Avenue, Old Sonoma Road, and Big Ranch Road. Patching of the badly damaged portions of the aforementioned roads will be done before applying the seal coats. Due the condition of Deer Park Road from Highway 29 to Silverado Trail, the contractor would grind the existing pavement, place a pavement fabric and pave the road.
On May 17, 2022, the Board of Supervisors (BOS) approved plans and specifications and authorized the Director to advertise the project to contractors. On June 16, 2022, contractors submitted four bids and Northwest Paving, Inc. of Redding, California, submitted the lowest base bid of $2,355,512. Staff is now requesting a budget transfer to fully fund the project and to award the construction contract to move the project into construction.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use, and is further exempt under Appendix B of the Napa County’s Local Procedures for implementing the California Quality Act.
BACKGROUND AND DISCUSSION
In 2018 Napa County voters passed a half cent sales tax, known as Measure T, to finance the maintenance and repair of existing roads within the limits of Napa County. Experience demonstrates that it is essential to perform preventative maintenance to prolong the life span of a roadway at a lower cost, rather than reconstructing a road after it has failed at 10 to 30 times the cost of preventive maintenance. In order to cost effectively increase the PCI for all Napa County Roads, Napa County will be performing a series of road resurfacing projects during the summer of 2022.
The County’s Pavement Management Program has an inventory of the 420 miles of County maintained roads, the pavement condition index (PCI) of road segments, recommendations of the most cost effective pavement treatments for all the road segments, and budget scenarios. The Pavement Management Program recommends applying pavement cape seals to all or portions of the following County roads in 2022: Oak Knoll Avenue, Old Sonoma Road, Buhman Avenue, and Big Ranch Road. A single cape seal is a single chip seal with a microsurface cape over the chips that will provide a hard and smoother surface.
Because of recent inflation, it was difficult to accurately estimate potential bid prices and thus the advertisement included several alternate bids. The base bids consists of grinding and replacing three-inches of failed pavement at selected areas of the roads, crack sealing, and applying a cape seal over the entire road. In limited areas of Old Sonoma, and Buhman where cracks have grown large, a paving fabric will be used for extra strength. Since Old Sonoma Highway intersects Old Sonoma Road and is in relatively good condition, the work includes a seal. Since Congress Valley Road intersects Old Sonoma Road and is in poor condition, the work will include areas of six-inch deep pavement replacement in areas of severe rutting. Due to the condition of Deer Park Road between Highway 29 and Silverado Trail, there were two separate bid alternatives for paving - one-and-a-half inch grind and replacement and a two-and-a-half inch grind and replacement with a paving fabric. Staff is recommending award of the two-and-a-half inch grind and replacement alternate here.
The contractor will restripe all of the sealed and resurfaced roads with paint until the County places thermoplastic striping next year as a separate project.

On May 17, 2022, the Board of Supervisors approved plans and specifications for the "2022 Napa County Road Seal Projects”, RDS 22-14, and authorized the Director of Public Works to advertise for sealed bids and for opening of the bids at a time, date, and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.
On June 16, 2022, the Clerk of the Board opened bids and staff recommends awarding a contract to Northwest Paving, Inc. of Redding, California, for their low base bid of $2,355,513, with additive alternate No. 1 of $71,866, additive alternate No. 2 of $506,198 and additive alternate No. 4 of $513,303 for a total contract amount of $3,446,880.
