Director of Health and Human Services requests approval of and authorization for the Chair to sign Revenue Agreement No. 220116B with Adventist Health, St. Helena for an annual maximum of $30,000 for the term August 15, 2021 through August 14, 2022 with two additional renewal terms concluding August 14, 2024 for designation as a Stroke Receiving Center.

EXECUTIVE SUMMARY
The purpose of today's requested action is to designate Adventist Health, St. Helena as a Stroke Receiving Center pursuant to Section 1798.170 of the Health and Safety Code. This designation is necessary to ensure that Stroke Alert patients are referred to facilities offering a high quality of care and that meet Stroke Receiving Center Standards. This Agreement will enable patients in the northern half of Napa County who require the specialized care and treatment provided by a Stroke Receiving Center to receive life-saving services. The only other Stroke Receiving Center in Napa County is St. Joseph Health Northern California, LLC dba Queen of the Valley Medical Center (Queen of the Valley).
This Agreement expires August 14, 2022 with two additional renewal terms concluding August 14, 2024 for an annual maximum of $30,000 and a total contract maximum of $90,000.

This Agreement terminates on August 14, 2024. Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly. |

Consequences if not approved: |
Failure to approve this Agreement would result in Napa County being out of compliance with State regulations. If Adventist Health, St. Helena is not designated as a Stroke Receiving Center, patients in the northern half of Napa County who require the specialized care and treatment provided by a Stroke Receiving center would have to be transported to Queen of the Valley or out of Napa County to receive life-saving services. This delay in reaching the services of a Stroke Receiving Center would impact patient outcomes. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
A Stroke Receiving Center is designated by the Local EMS Agency (LEMSA) to receive patients suffering from cerebral vascular accidents, in accordance with California Health & Safety Code - Division 2.5 and California Code of Regulations - Title 22. Stroke facilities and Stroke Center Designation are part of the local EMS system as detailed in the LEMSA EMS Plan approved by the EMS Authority.
Approval of the recommended revenue agreement will designate Adventist Health, St. Helena as a Stroke Receiving Center. Adventist Health, St Helena provides Stroke Receiving Center services to any Stroke patient who comes to the emergency department, regardless of the patient’s ability to pay physician fees and/or hospital costs. This Agreement will provide the LEMSA with funding to offset some of the cost incurred for the provision of ongoing oversight for the Stroke program in the amount of $30,000 per year.
