BACKGROUND

The Homeland Security Grant Program (HSGP) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The HSGP supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery. California’s HSGP administers funds for the purpose of improving:

     1. Information Analysis and Sharing
     2. Protection of soft targets
     3. Critical Infrastructure Protection
     4. Enhance Cyber Security
     5. Community Resilience
     6. Election Security
     7. Violent Extremism Prevention

On December 1, 2024, the County Office of Emergency Services notified the State of California's Office of Emergency Services (Cal OES) of its intention to participate in the FY2024 Homeland Security Grant Program (HSGP) and accept the award allocation amount of $188,460 for the performance period of September 1, 2024, to May 31, 2027.

FY2024 Homeland Security Grant program funds will reimburse the grant budget a maximum of $188,460 upon completion of the grant’s performance period. The HSGP funds cover expenditures for equipment, emergency management operational coordination, public health information sharing, associated with, communications, interoperability planning, and grant management and administration costs.

As required in the Cal OES FY2024 HSGP grant guidance, the proposed expenditure plan was developed in consultation with the Approval Authority Body (“Gang of 5”) composed of the Napa County Sheriff, the County Public Health Officer, the County Fire Chief, the City of Napa Fire Chief and the City of Napa Police Chief. As part of the HSGP application process, applicants must submit projects that align with the National Priority areas and formulas defined by the Department of Homeland Security (DHS) in the grant Notice of Funding Opportunity (NOFO).

A summary of the plan for FY2024 HSGP is enumerated here:

     One Surveillance Scanning system. $50,000
     One Explosive Ordinance Device (EOD) Portable X-ray. $47,000
     One Interagency Functional Exercise. $30,000
     One Decontamination Training for local hospitals. $8,000
     One purchase of approximately 5 radios to increase Interoperability for Napa County Fire. $53,460

The grant terms require the County to purchase the equipment prior to receiving reimbursement from the HSGP grant funds. The County of Napa Office of Emergency Services manages and coordinates the program projects.
The Undersheriff may initiate a reallocation of certain expenses to meet the needs of specific projects. The County of Napa Office of Emergency Services will, as required by 2 CFR 200.313(d), physically inventory equipment purchased with FY2024 HSGP funds every two years and maintain appropriate inventory records.

The procurement and inventory process has been thoroughly reviewed and approved by the County of Napa Auditor-Controller’s Office. Staff requests approval of and authorization for the Undersheriff or Assistant County Executive Officer to execute reimbursement claims and any subsequent documentation that may be required following approval of the FY24 HSGP grant application, including executing the agreement and any subsequent amendments, modifications which are within budgeted appropriations.

Requested Actions:
1. Approval of a Budget Amendment increasing appropriations for the Emergency Services Grants subdivision (1380005) budget by $188,460 with offsetting revenues from Fiscal Year 2024 HSGP funding.
2. Establishment of capital assets for one (1) EOD Portable x-ray ($47,000) and five (5) Interoperability radios ($53,460).

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
