SUBJECT:                     Adoption of resolutions authorizing required actions necessary to apply for and accept Airport Improvement Program Matching Grant funds for the Pavement Maintenance Management Plan Update (PW 26-27) and North GA Ramp Reconstruction (PW26-04) from the California Department of Transportation, Aeronautics Division.

BACKGROUND

On March 24, 2026, the Board of Supervisors approved the required actions to create Capital Improvement Project 26033 and to execute a grant agreement with the Federal Aviation Administration (FAA) for the Pavement Maintenance Management Plan Update (PW 26-27).

The Federal Aviation Administration (FAA) grant agreement for AIP 50 - Pavement Maintenance Management Plan Update (PW 26-27) is a required planning document to justify pavement projects that are federally grant eligible at Napa County Airport. The work is expected to begin after the grant agreements are executed in the Fall of 2026. The total cost of the project is $450,000, with 95%, or $427,500, being offset by Federal Grant agreement 3-06-0162-050-2026. The remaining 5%, or $21,375, will be through State Matching grant funds.

On March 25, 2025, the Board of Supervisors (Board) approved creation of Capital Improvement Project 25040 and execution of Airport Improvement Grant (AIP) 48, in the amount of $477,720 for design and administration
efforts for new pavement and drainage, electrical improvements, Taxiway Alpha entry redesign, and a new
aircraft parking plan consistent with FAA standards. On March 24, 2026, the Board approved the plans and
specifications and authorized bid-opening for construction efforts. On May 19, 2026, the Board awarded the construction contract to Granite Construction Company for Base Bid and Bid Alternate #1 in the amount of $6,509,542.

The FAA requested the North GA Ramp Reconstruction project be divided into two separate agreements determined by the source of money being utilized on the federal side. Only Bid Alternate #1 of the project is eligible for State Matching grant funds. North GA Ramp Reconstruction Bid Alt 1 total project cost is $2,726,438, with 95%, or $2,590,116, being offset by Federal Grant agreement 3-06-0162-051-2026. The remaining 5%, or $129,505, will be through State Matching grant funds.

Approval of the proposed resolutions will allow the Airport to apply for and execute State Matching fund grants totaling $150,880, which is 5% of the Federal grant amounts. The remaining cost of $1,125 and $6,817 for the respective projects will come from the Airport Enterprise Fund. 

In order to meet project timelines, the State Matching Grant Application must be submitted within days of an executed FAA Grant Agreement. Once the State grant application process has commenced and a state agreement has been executed, staff will issue a Notice to Proceed to our on-call aviation engineering consultants.

Requested Action:
Adopt two Resolutions authorizing the Director of Public Works to take the following actions:
1. File applications for state AIP Matching Grants for the North Ramp GA Reconstruction Project and the Pavement Maintenance Management Plan Update;
2. Accept state AIP Matching funds for the subject projects; and
3. Execute AIP Matching Grant Agreements with the California Department of Transportation for the subject projects, subject to approval as to form by County Counsel.

Discretionary Justification:

Airport to receive two Grant Offers from the Federal Aviation Administration (FAA) totaling $3,017,616; 95% of the total project cost for the Pavement Maintenance Management Plan Update and North GA Ramp Reconstruction Bid Alt. #1. Upon acceptance of a State Matching Grant, the Airport will receive additional Grant funds of $150,880, which is 5% of the FAA grant amount. The Airport Enterprise Fund will pay the remaining $7,942.
