BACKGROUND

On June 4, 2024, the Board heard and approved Napa County HHSA staff recommendations for leveraging funding to support objectives of the Community Health Improvement Plan (CHIP), specifically approving the recommendations for Tobacco Master Settlement Agreement (MSA) grant awards. The CHIP is a 3-year plan that has been developed from data gathered from the Community Health Assessment (CHA) and Napa Older Adults Assessment (NOAA) processes. As an integrated agency administering social, public health, and behavioral health services and funding, HHSA strategically aligned three funding streams, Tobacco Master Settlement Agreement (MSA), Mental Health Services Act (MHSA), and Opioid Settlement Funds (OSF) to target the five priority areas identified in the CHIP: Access to Health Services, Housing, Race Equity and LGBTQ Inclusion, Economic Stability, and Behavioral Health. The MSA grant process evaluated and recommended projects aligned with the first four of these priority areas, and MHSA and OSF funds were directed to support the priority area of Behavioral Health. 
On August 6, 2024, the Board considered 36 agreements totaling $10,824,956 to meet the needs expressed in the CHIP objectives.  One of the 36 contracts included a contract with Ole Health for a maximum of $452,738 for the Dental Access Program. However, due to Board Member recusals regarding the contract with Ole Health, there were insufficient votes to approve the Ole Health agreement.  The other 35 agreements were approved by the Board on August 6. 

Requested Actions:
Approve and authorize the grant award to OLE Health, dba CommuniCare OLE, for a maximum of $452,738 for Dental Access Program for the term from July 1, 2024 through June 30, 2027, and terminate Agreement No. 240045B and replace it with Agreement No. 250090B.

Where is it budgeted?

Revenue and expenses from the National Tobacco Master Settlement Agreement are budgeted within the General Fund - Tobacco Settlement subdivision.

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

Approval of the requested action is discretionary because there is no mandate to award the contracts; however, the County is under contract with the State to fulfill the requirements of the MHSA Prevention and Early Intervention and Community Services and Supports components. Services to be provided the contract is consistent with those requirements.

Is the general fund affected?

Yes

Future fiscal impact:

Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be appropriated accordingly.

Consequences if not approved:

If the Board does not approve the recommended contract funds will not be distributed to Ole to operationalize CHIP objectives.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not subject to the California Environmental Quality Act pursuant to State CEQA Guidelines section 15060(c)(2), as activities that will not result in a direct or a reasonably foreseeable indirect physical change in the environment.
