BACKGROUND
The Public Works Department maintains 416 miles of roads of which the County classifies 40 Miles as Arterial, 106 miles as Collector, and 270 miles as local. This annual project will serve to refresh striping for many of these County roads.
The annual road striping maintenance program was established by County staff to refresh striping that has faded due to a combination of weather and normal traffic wear. Each year, the roads are evaluated, and a priority list is made to refresh the selected roads in most need of striping to maintain public safety. On March 25, 2025, the BOS approved advertisement of plans and specifications for the Project, and on April 17, 2025, bids were received and opened. The bid results are attached for reference.
The lowest responsive base bid of $233,662 is from Central Striping Service, Inc. of Rancho Cordova, CA. The total project cost is $300,000, including design phase and construction funds previously approved. Staff is requesting a budget amendment of $100,000 from the SB-1 Non-Operating Special Revenue Fund to fully fund the project.
Central Striping Service, Inc. is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s Exchange, and by posting on the County website. Staff also sent “Notices to Contractors” to the local construction community.
Requested Actions:
1. Award of construction contract for the “2025 Road Striping Maintenance Project,” RDS 25-08 to Central Striping Service, Inc. of Rancho Cordova for their low base bid of $233,662, and authorization for the Chair to sign the construction contract; and
2. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfer Out appropriations by $100,000 in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 25020; and
b. Increase Construction Services appropriations by $100,000 in Project 25020 budget (Fund 2040, Sub-Division 2040500, Project 25020, Account 52360) offset by a transfer-in revenue from SB1-SRF.
