BACKGROUND
Under the California Advancing and Innovating Medi-Cal (CalAIM) plan, the mandated Mobile Crisis Services benefit ensures that Medi-Cal beneficiaries have access to coordinated crisis care 24 hours a day, 7 days a week. Mobile crisis services are designed to provide community-based crisis resolution and reduce unnecessary law enforcement involvement and emergency department utilization while supporting populations. Mobile Crisis Services include screening, assessment, stabilization, de-escalation, follow up and coordination with healthcare services and other supports.
Health and Human Services Agency (HHSA) currently operates a 24/7/365 mobile crisis response team (MRT) in order to provide these mandated services. Overnight, holiday and specific coverage outside of normal business hours is contracted through Crestwood Behavioral Health, who deliver mobile crisis services to residents of Napa County. Crestwood’s mobile crisis services supplement and support HHSA’s county operated mobile crisis services. Program services are centered on a crisis stabilization model that utilizes evidenced based practices and the use of a peer support specialist.
This amendment incorporates an increase to the current maximum to provide additional hours of coverage. The new hours include increased weekday evening coverage and add weekend coverage resulting in evening, weekends, County Holidays, and the four-day Winter Recess coverage being provided under this agreement.
Requested Action:
1. Approve and authorize Amendment No. 3 to Agreement No. 240188B with Crestwood Behavioral Health, Inc., increasing the contract maximum by $304,051, for a new contract maximum of $1,502,079 for Fiscal Year 2025-2026, and each subsequent renewal.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
