BACKGROUND

The California Department of Public Health (CDPH), Center for Infectious Diseases, Office of AIDS (OA) provides State General Funds for local health jurisdictions to conduct (Human Immunodeficiency Virus) HIV surveillance activities.

HIV surveillance program activities focus on five goals:

1. Maintain infrastructure for HIV surveillance by establishing and maintaining HIV case surveillance in medical, public health, and social service settings, including laboratories and HIV testing sites such that HIV case reporting to the local health department occurs in a timely and complete fashion;

2. Collect and submit accurate, complete, and timely HIV surveillance data to OA. Collect HIV surveillance data that meet all data requirements set forth by the OA and the Centers for Disease Control and Prevention (CDC) and submit those data to the OA in a timely fashion;

3. Maintain data security and protect patient privacy and confidentiality by ensuring that protected health information (PHI) is stored and disclosed only in a manner consistent with California and federal laws and regulations, and OA policies and procedures;

4. Program management and coordination. Conduct HIV surveillance activities in a manner consistent with administrative, fiscal, budgetary, and program guidance from CDPH, OA, and CDC that ensure program management and coordination; and

5. Collaborate with partners to respond to the HIV epidemic to facilitate sharing data and resources to support progress toward meeting California’s Integrated Plan goals and objectives,

The activities funded by this multi-year agreement with the State are included in current Napa County Agreement No. 170094B with Jim Carr to provide HIV/AIDS surveillance services.

 

 

Requested action:

Approve and authorize Revenue Agreement No. 250154B with California Department of Public Health for a contract maximum of $64,480 for Fiscal Years 2025-2029 for costs associated with the Human Immunodeficiency Virus Surveillance Program.

Future fiscal impact:

This agreement terms June 30, 2029. Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this agreement is not approved, the Health and Human Services Agency’s Public Health Division would be unable to accept funding for these mandatory services and other funds would need to be used to cover program expenditures.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
