RECOMMENDATION
title
Approve and authorize Amendment No.1 to Agreement No. 230243B with Mead & Hunt, Inc. for professional engineering services in support of the Airport’s approved Terminal Area Redevelopment Phase 1 Project by increasing contract on-call services by $50,000 for a new maximum compensation of $163,435. (Fiscal impact: $50,000; Airport Fund 5010, Division 50105, Project 23041; Budgeted; Discretionary)
body
BACKGROUND
In April 2021, airport staff completed a Request for Qualifications (RFQ) process to identify firms to provide services related to Federal Aviation Administration (FAA) and locally funded projects. Mead & Hunt, Inc., (Mead & Hunt) was selected as the airport’s engineering and architectural consultant through that RFQ process.
To facilitate Fixed Base Operator (FBO) development at the Airport, the Napa County Airport Terminal Redevelopment Phase One Project, including relocation of an existing sewer main, an electrical vault, a backup generator, and the rotating beacon, must be implemented. On December 13, 2022, the Board of Supervisors approved Agreement No 230243B with Mead & Hunt, Inc. to assist with design and administration of the sewer main realignment, to provide peer review of private development design concepts and plans submitted by the FBO’s, and to provide on-call services related to other design and peer review needs.
Napa Airport awarded Construction contracts for the Napa County Airport Terminal Redevelopment Phase One Project (Project) on December 17, 2023. During the Project pre-construction meeting and subsequent progress meetings, it was determined that changes to Project design would be necessary to combat long-lead times on several electrical system components and to address project timing. The schedule is crucial as the County is contractually obligated to have specific infrastructure relocated by Summer 2024.
Amendment No. 1 to Agreement 230243B with Mead and Hunt will increase on-call funds by $50,000 and will allow Mead & Hunt to assist in the review of Project design changes and contractor submittals. If not approved, the County will no longer be able to use Mead & Hunt services for the necessary review of contractor submittals and other requested on-call task orders. If approved the new maximum compensation amount will be $163,435.
The new maximum agreement amount is for professional design and review services and will be paid out of the Airport Enterprise Fund 5010 Division 50105 Project 23041.
