BACKGROUND

Located in Modesto, Davis Guest Home is the only enhanced board and care facility close to Napa County. Davis Guest Home has proven successful in providing placement to Napa County clients who would otherwise be institutionalized.
Approval of this amendment will increase the contract maximum to accommodate increased utilization, predominantly due to increased numbers of individuals being transitioned out of more costly Institution for Mental Disease (IMD) settings, who can be placed at this lower level of care. Because the number of clients placed at Davis Guest Home varies from year to year, and the demand is unknown in advance, a sufficient contract maximum is necessary in order to provide timely placement of clients in need.

Requested Actions:
1. Approve and authorize Amendment No. 5 to Agreement No. 200270B with Davis Guest Home, Inc., increasing the contract maximum by $700,000 for a new contract maximum of $3,500,000 for Fiscal Year 2025-2026, and each subsequent renewal, to provide residential mental health services.

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved 2025-2026 budget and future fiscal years will be budgeted accordingly.

If not approved, current and future placements in this facility would be in jeopardy due to the inability to pay for client stays.
