Director of Public Works requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 220297B with Conservation Corps North Bay, Inc., to extend the term to June 30, 2025, with no change to compensation rates, to provide litter abatement and other waste-related services in the Zone One waste collection area.

EXECUTIVE SUMMARY
On March 22, 2022, the Public Works Director instituted a litter abatement program for the Zone One waste collection area, using Solid Waste Collection Area Zone One fund balance, for four areas (known as “pods”) of roads within Zone One that were shown to be high litter areas. The contractor sends out litter collection crews twice each month, covering two pods each day. The results have been highly positive, from the standpoint of positive feedback from the community as well as a noticeable reduction in litter present from road’s staff observations. The Director recommends extension of the program.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is categorically exempt from CEQA as the operation, repair, or maintenance of existing public facilities, pursuant to CEQA Guidelines section 15301.
BACKGROUND AND DISCUSSION
In March 2022, the Public Works Director instituted a litter abatement program for four pods of roads in the South County area that were shown to be littering hotspots.
Public Works contracted with the Conservation Corps of North Bay (CCNB), a California nonprofit corporation in Novato, to implement a litter abatement program for the four pods of roads. Along with general litter abatement of roadside trash, the CCNB also reports larger litter items such as mattresses, tires, and other large items to Public Works, which then sends a crew to pick up the items.
