BACKGROUND

Today’s action will approve an agreement with Fortify Fire Protection effective April 28, 2026, for fire alarms systems monitoring, testing, inspection, and maintenance service, with a maximum compensation amount beginning in fiscal year 2026-27 through fiscal year 2028-29 of $70,400 for Routine Services, $35,000 for Non-Routine services for a total maximum of $105,400 per fiscal year, with the provision for two one-year automatic renewal options.

The monitoring, testing, inspection, and maintenance scope of work under this agreement will be effective July 1, 2026. However, the agreement will be effective upon execution so the monitoring services transitional scope of work can be accomplished prior to services start date to avoid service disruption and ensure compliance.

Napa County’s current agreement for fire alarms systems monitoring, testing, inspection, and maintenance services is expiring as of June 30, 2026. As part of a competitive procurement process and in accordance with County purchasing policy, County staff issued a Request for Proposal (RFP No. PM122501) for these services on December 3, 2025. Eight companies submitted proposals in response to this RFP. The proposals were scored according to predetermined weighted criteria: company history, experience, qualifications, approach to scope of work, and pricing. Fortify Fire Protection distinguished themselves as the most qualified company and was recommended by the panel to provide Napa County with contracted fire alarms systems monitoring, testing, inspection, and maintenance services.

Excluded from the scope of work in Napa County Agreement No. 260308B is work done at the Napa County Correctional Facility, located at 2210 Napa Vallejo Highway, Napa, CA. Due to differences in contract language and separate contract review agencies, a separate agreement resulting from RFP No. PM122501 is being developed with Fortify Fire Protection for the Correctional Facility location. It is intended that the resulting contract be presented for approval on a future Board of Supervisors meeting date.

Fortify Fire Protection is not a local vendor.

Requested Action:
1. Approve and authorize the Chair to sign Agreement No. 260308B with Fortify Fire Protection for a maximum contract amount of $105,400 per fiscal year for a term of April 28, 2026 to June 30, 2029, with the provision for two optional one-year automatic renewals.

Discretionary Justification:

Maintenance of fire alarm systems is required to ensure the safe and consistent operation of County-owned or operated facilities.

Future fiscal impact:

The agreement will continue to be budgeted in future fiscal years under the agreement terms.

Consequences if not approved:

There would not be monitoring, testing, and inspection services of the fire alarm systems at various County facilities nor the ability to address critical maintenance placing the County at risk of being out of compliance with the standards set forth by the NFPA and as referenced, incorporated, and required by the California Fire Code and other applicable codes, laws, and regulations.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
