BACKGROUND
The Napa Sanitation District (NSD) is designing a sanitary sewer rehabilitation project in the subdivisions east of Linda Vista Avenue, south of Redwood Road, west of Solano Avenue, north of West Pueblo Avenue, which includes an unincorporated area of Napa County referred to as the “Pueblo Pocket”. Because the NSD Project will require excavations for upgrading the existing sewer pipelines in City of Napa (City) streets and Napa County roads, NSD proposed a joint project. Given the proximity of the County roads and City streets and that several roadways are “split” between jurisdictions at the City-County limits, County staff recommend that Napa County enter into a cooperative agreement for a joint design as the most practical, efficient, and cost-effective approach.
Partnering in a joint project would include sewer rehabilitation, water pipeline repairs, road paving, and potentially storm drain infrastructure and drainage improvements, on roads located in the West Pueblo region in the City of Napa. City and County staff recommend an all-encompassing project with costs divided between the City and County as outlined in the attached City-County Agreement No. 250397B. Exhibit A of the City-County Agreement includes a breakdown of estimated expenses for the design consultant and County engineering staff time that the City would reimburse in accordance with the work performed within the City’s jurisdiction. The sewer rehabilitation and water pipeline repairs will be designed by NSD and the City’s water division and will not be included in the design consultant’s work. County staff propose using Measure T half-cent sales tax revenue for the County’s portion of the work.
To prepare the design for the roadway and drainage improvements, County staff released a “Request for Statements of Qualifications (RFQ)” for on-call engineering and related services in January 2025, and NCE was selected as a result of that competitive process. In an effort to streamline the design and utilize funding efficiently, staff proposes hiring NCE to prepare the Plans, Specifications and provide other necessary services to bid and construct roadway improvements in the West Pueblo region of the City and County of Napa.
NCE provided a cost proposal which delineates three (3) project tasks:
Task 1 - Project Management,
Task 2 - Pavement Testing and Design, and
Task 3 - Plans, Specifications, and Estimate Package
The County has requested a separate proposal to provide inspection of the existing storm drain infrastructure in the project area. As the City streets make up about 33% of the project area as a whole, the City and County have determined that Consultant costs should be split according to this percentage. The design will begin as soon as the Board of Supervisors approves the Professional Services Agreement with NCE. The design is expected to be completed by the Fall of 2025.
County staff previously requested a budget amendment in the amount of $700,000 at the September 24, 2024, Board of Supervisors meeting and will not need additional funds to proceed with the design phase. The City’s portion of the design phase expenses amounts to $161,062, and the County is ultimately expecting to pay a maximum not to exceed cost of $345,948 for their portion of the design.
County staff recommends that the County and NSD enter into a cooperative agreement in 2025 to authorize NSD the authority to advertise and administer the construction contract for this joint agency project. NSD staff anticipate bidding this project in two phases for construction in the Summer of 2026 and 2027.

County staff do not have the capacity nor the equipment to complete the design to meet the NSD construction schedule. Hiring a consultant to provide design services is necessary given the timeframe and breath of engineering related services required to prepare the project bid documents. Partnering with the City of Napa will ensure that street improvements are consistent within the project and will ensure construction can begin in the Summer of 2026. |

Construction is expected to occur in two phases. With the northern half of the project constructed in the Summer of 2026 and the southern half constructed in the Summer of 2027. The project was phased out into two different construction seasons, due to fiscal funding limitations. |

County staff would not be to complete the bid documents in time for construction in 2026 and would pave the roads at a later date at a higher cost. |

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
