BACKGROUND

During the winter storms of early 2025, intense rainfall and flooding in Redwood Creek caused the failure of a portion of Redwood Road at mile post marker 2.3 (near 3510 Redwood Rd.). Floodwaters undercut the creek bank adjacent to the roadway, causing the westbound lane to fail and slide toward Redwood Creek. The damaged roadway currently presents a safety hazard and restricts the long-term reliability of this important rural transportation route.
The proposed project will repair the failed roadway section and restore full use of Redwood Road. The work generally consists of constructing a 56-foot-long soldier pile wall, flanked by stitch piles, roadway excavation and reconstruction, and installation of guardrail. The Board budgeted some funding ($1.5M) for the project with the February 18, 2025 disaster declaration for multiple locations, though it is likely that additional funding will be needed at award.

County staff obtained the multiple permits needed to construct the project and incorporated the requirements into the plans and specifications. The project plans and specifications are available to view on the https://www.napacounty.gov/1607/Current-Projects website. Upon approval, Public Works staff will advertise the project for bids and return to the Board at a later date to award the construction contract.
Construction of the project is anticipated to occur during the 2026 construction season.
Requested Actions:

1.                     Approve the plans and specifications for the Redwood Road Slide Repair Project, MPM 2.3, RDS 25-27;

2.                     Authorize the Director of Public Works to advertise for sealed bids and open bids at a time, date, and location to be published by the Director of Public Works.

Additional Information

On February 18, 2025, the Board approved the budget transfer of $1.5 million from the General Fund into Project 25033.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1 and Class 2. It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) and Class 2 (“Replacement or Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §§15301 and 15302; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
