BACKGROUND

The Department of Public Works is responsible for delivering a variety of Capital Improvement projects, including facility maintenance, renovations and new construction for County-owned buildings. Many of these projects require architectural, mechanical, electrical and structural engineering services to ensure compliance with current building codes and safety standards. The Department of Public works does not have any licensed architects, structural or electrical engineers, nor the equipment or technicians to design and work on these specialized areas in-house. As such the department must hire outside organizations to provide professional design services necessary to support County capital projects.

On February 08, 2022, staff released a Request for Qualifications (RFQ) for On-Call Architectural/Engineering and other related services for various County Facilities. After ranking and interviewing, the County selected Nacht and Lewis and COAR Design Group, Inc. as the most qualified firms to provide these services.

On May 03, 2022, the Board of Supervisors approved Agreement 220316B with COAR Design Group, Inc., authorizing up to $200,000 per fiscal year for on-call architectural, electrical, mechanical and structural engineering design services. Due to an increase in volume of services required the contract is set to use the maximum compensation for Fiscal Year 2025-26. These services include a request to rehabilitate the Agricultural Warehouse and to build a permanent parking structure for HHSA’s mobile unit. To ensure continuity of services and to meet current and future project demands, staff is requesting approval of amendment No. 1 to agreement No. 220316B to increase the maximum compensation from $200,000 to $500,000 for fiscal year 2025-26 and 2026-27.

Requested Actions:

1.                     Approve and authorize Amendment No. 1 to Agreement No. 220316B with COAR Design Group Inc., to increase the maximum not to exceed amount to $500,000 per fiscal year.

Architectural, Electrical, Mechanical, and Structural services will not be provided, delaying future projects.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA guidelines) and therefore CEQA is not applicable.
