BACKGROUND

Napa County’s Health and Human Services Agency (HHSA) is partnering with Winston’s CUP, a non-profit aimed at reducing food inequities in Napa Valley. Winston’s CUP will run the South Campus Café providing healthy and delicious meals, and a work-experience program for those facing employment barriers. Purchasing an ice machine is critical to operate the café.

Requested actions:
1. Authorize the purchase of an ice machine for the cafeteria located at South Campus for use by Winston’s Community Unity Project (CUP); and
2. Approve a Budget Amendment for the purchase of a capital asset in the amount of $7,500 within the Health and Human Services Agency (Fund 2000) Administration Division (Subdivision 2001000) with an increase to Equipment (55400) and decrease to Special Department Expense (53600)

Discretionary Justification:

There is no requirement to buy a new freezer, however, operating without one will leave Winston’s CUP out of compliance with County health mandates.

Is the general fund affected?

No

Future fiscal impact:

The new ice machine will be recorded as a capital asset with no anticipated future cost for the unit.

Consequences if not approved:

No ice machine will be available to hold cold food items to be used in preparation of meals for HHSA clients, staff and members of the public that eat at Winston’s CUP.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
