SUBJECT: Drug Medi-Cal Organized Delivery System (DMC-ODS) Amendments for NTP Providers

Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign the following agreements in accordance with new Department of Health Care Services (DHCS) California Advancing and Innovating Medi-Cal (CalAIM) payment reform requirements for Fiscal Year 2023-2024, and each subsequent renewal:
1. Amendment No. 2 to Agreement No. 190292B with MedMark Treatment Centers - Fairfield, Inc. for $94,900; and
2. Amendment No. 2 to Agreement No. 190293B with Successful Alternatives for Addiction Counseling Services, Inc. for $270,100.

EXECUTIVE SUMMARY
Approval of today’s action will allow the County to amend these agreements, for the provision of Narcotic Treatment Program (NTP) services, as a part of the Drug Medi-Cal Organized Delivery System (DMC-ODS), with no increase to the contract maximums.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
HHSA’s Behavioral Health division operates a Drug Medi-Cal Organized Delivery System (DMC-ODS) that provides for a wide range of treatment services across a continuum of care for substance use treatment. Services must be provided according to local, state, and federal policies and regulations. This continuum of care is built upon the American Society of Addiction Medicine (ASAM) Criteria for substance use disorder treatment services.
Successful Alternatives for Addiction Counseling Services, Inc., and MedMark Treatment Centers - Fairfield, Inc., provide state-mandated NTP services to Napa County residents. Both providers are located in Solano County and are the closest and most accessible programs for Napa County residents, as there are no programs providing these services located in Napa County.
These agreements are being amended to align contract expectations with state mandated CalAIM requirements and payment reform financial obligations.
