BACKGROUND
The Community Corrections Partnership Committee (CCP), with oversight of Realigned state funds approved $676,315 over three years to fund the costs of an Intelligence Analyst with the City of Napa to gather information from various systems to generate monthly reports related to crime trends such as prolific offenders, out-of-compliance sex offenders, recently released high-risk offenders, individuals who pose a public safety threat, and other criteria mutually agreed to by the County and City to be distributed to community partners.
Napa County Law Enforcement Agencies (LEAs) have accumulated a substantial amount of data through the work of the LEA staff (Call Takers, Dispatchers, Community Service Officers, Police Officers and Deputy Sheriffs). Over 200,000 pieces of information annually is stored in various modules within the City's and County's records management systems. Separately, additional information related to law enforcement contacts from the Office of the District Attorney, Napa County Superior Court and the Probation Department is entered into a separate system that only communicate in a very limited fashion with the record management systems of the City and County. In addition, LEAs cannot easily identify those problem behaviors and places that require a disproportionate amount of law enforcement and criminal justice resources. This effort represents Napa County supporting partner LEAs efforts to address root causes of criminal behavior.
The CCP has agreed to contract with the City of Napa Police Department (NPD) since 2019. The Agreement would allow for NPD to continue to contract for an Intelligence Analyst with the Northern California Regional information Center (NCRIC) for information data sharing with the LEAs. The work of the Intelligence Analyst identifies individuals in the community who are consuming a disproportionate amount of law enforcement and criminal justice resources. Identifying such individuals will allow for collective assessment of the root causes of criminal behavior and for law enforcement to seek the appropriate remedy to mitigate such behaviors. Reports generated by the Intelligence Analyst will be regularly disseminated to LEAs for discussion.
Requested Action:
Approve and authorize agreement No. 260005B with the City of Napa for the term July 1, 2025 through June 30, 2028, not to exceed $676,315 over a three-year period.
