1.                     Amend the Table and Index of Classes by:

a.                     Deleting HHS Utilization Review Coordinator (PSE); and

b.                     Adding HHS Utilization Review Coordinator (SUP).

2.                     Amend the Departmental Allocation List for the Health & Human Services Agency by:

a.                     Deleting two 1.0 FTE HHS Utilization Review Coordinator (PSE); and

b.                     Adding two 1.0 HHS Utilization Review Coordinator (SUP).

EXECUTIVE SUMMARY

The HHS Utilization Review Coordinator exists in Mental Health and Alcohol and Drug Services and is responsible for utilization review activities for mental health and/or alcohol and drug services provided by the Health & Human Services Agency and its contractors. The classification specification was updated to include the addition of supervisory duties, which makes the Public Services Employee Supervisory Unit the appropriate bargaining unit. If approved, this action will appropriately designate the HHS Utilization Review Coordinator classification as part of the Public Services Employee Supervisory Unit.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The HHS Utilization Review Coordinator is responsible for utilization review activities done by a team comprised of a Mental Health Counselor and administrative staff for mental health and/or alcohol and drug services provided by the Health & Human Services Agency (HHSA), and its contractors. Human Resources met and conferred with the Napa Association of Public Employees (NAPE), who were agreeable to the proposed changes.

Currently, the HHS Utilization Review Coordinator does not provide direct supervision to the team than ensures that samples of billable units of mental health and/or alcohol and drug services. If approved, the HHS Utilization Review Coordinator will supervise the team to ensure that services performed by HHSA staff and/or contractors in applicable areas are reviewed prior to billing to confirm that all regulatory requirements have been met, and that services can be billed.  Allowing the HHS Utilization Review Coordinator to supervise will streamline processes and allow for the provision of direct feedback to the team, without having to go through a manager.

Therefore, the Director of Human Resources and the Director of Health & Human Services request adoption of a Resolution amending the Table and Index of Classes, the Departmental Allocation List for multiple divisions of the Health & Human Services Agency, effective April 30, 2022, with no net increase in full-time equivalents, and no impact to the County General Fund.
