Assessor-Recorder-County Clerk ex-officio Registrar of Voters requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 190237B with Granicus to extend the term to June 30, 2023 for a maximum annual amount of $14,026 to provide an e-filing system for Fair Political Practices Commission required Statements of Economic Interest (Form 700).

EXECUTIVE SUMMARY
Assessor-Recorder-County Clerk ex-officio Registrar of Voters is the filing officer for Form 700 Statements of Economic Interest. The Board recently adopted an updated Conflict of Interest Ordinance which doubled the number of employees required to file Form 700 from 450 to 900. Amendment No. 1 to Agreement No. 190237B extends the term to June 30, 2023 and increases the maximum annual rate to $14,026 to accommodate the increase in number of filers.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Assessor-Recorder-County Clerk ex-officio Registrar of Voters is the filing officer for Form 700 Statements of Economic Interest. On February 26, 2019 the Board approved an electronic filing ordinance and a contract for electronic filing with Southtech Systems which has merged with Granicus at an annual rate of $10,414 based on 450 employees who file Form 700. The Board recently adopted an updated Conflict of Interest Code which doubled the number of employees required to file Form 700 to 900. Amendment No. 1 to Amendment No. 190237B extends the term to June 30, 2023 and increases the annual rate to $14,026 to accommodate the increase in number of filers.
