BACKGROUND

Napa County’s Health and Human Services Agency (HHSA) has agreements with Progress Foundation, Inc., (Progress) for the provision of Specialty Mental Health Services (SMHS) and Supportive Living Program (SLP) residential services for adults requiring this level of care in Napa County. The services provided by Progress help sustain people’s ability to live within the community, reducing reliance on higher levels of care, and allowing for stable housing.
One of the locations where Progress provides SLP services is the Skyline Apartments in Napa. Due to issues with the initial construction of Skyline Apartments, water damage to stairways and walkways has rendered parts of the apartment complex uninhabitable. If this damage is not imminently addressed, access to housing units for people receiving these types of services will be impaired, thus creating increased risk of instability in housing and the need for higher levels of care. This amendment supplements Progress’ investment for up to 50% of actual costs in order to sustain housing for our seriously mentally ill (SMI) population. Maintaining and increasing access to stable housing aligns with critical priorities outlined in the County’s Behavioral Health Services Act (BHSA) Integrated Plan (IP), which the Board approved at the meeting on June 2, 2026. This specific investment is part of the first year of the Housing Intervention costs included in our BHSA IP.
This amendment, utilizing BHSA funds in this manner, allows Progress to sustain housing and services.

Future fiscal impact:

This agreement contains a provision for automatic annual renewal. Appropriations have been requested in the Fiscal Year 2026-2027 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If not approved, these facilities for persons experiencing mental illness will be unable to be inhabited, thus limiting the ability of clients to transition back into and live stably within the community, and would result in extended stays at hospitals and other mental health facilities that require a higher level of care.
